a) West Shore RCMP Update

The Committee discussed the absence of costing in the April 2022 “Transforming Policing and Community Safety in British Columbia Report” as well as its lack of a “law and order” perspective valued by communities. Consultation by the Report’s authors appears to have included a broad perspective at the expense of local government interests. The Committee noted its support for the sub-regional policing model at the West Shore RCMP detachment.

COW-18-22 THAT the Committee recommend to Council that the Town write to the Members of the Legislative Assembly that comprised the Special Committee on Reforming the Police Act to express support for the West Shore RCMP and the sub-regional policing model at that detachment and to request that no changes be mandated to this policing model without prior engagement involving the local government participants;

AND THAT a copy of the letter be sent to the Minister of Public Safety and Solicitor General, M. Farnworth. CARRIED

Council and staff discussed tree retention, community amenity contribution, density, traffic impact, and access and egress for the development.

COW-19-22 THAT the Committee recommend to Council that staff move forward with the Pedestrian Street Lighting Improvement project for both roundabouts on Helmcken Road and defer the improvements at the Chilco Road/Lund Road intersection to 2023;

AND THAT the 2022 Pedestrian Street Lighting Improvement project be awarded to Victoria Contracting & Municipal Maintenance Corporation (VCMMC) in the amount of $99,575 plus GST. CARRIED
