GLENTANA ROAD TRAFFIC CALMING REQUEST

RECOMMENDATION:

THAT the Committee recommend to Council that the request for an additional speed hump on Glentana Road be denied;

AND THAT Stage 1 - Traffic Calming measures commence in accordance with the Town’s Traffic Calming Policy No. 5200-016;

AND FURTHER THAT any other subsequent traffic calming infrastructure stipulated under Stage 2 of Traffic Calming Policy No. 5200-016 be deferred until the Town’s Active Transportation Network Plan is finalized.

I concur with the recommendation.

PURPOSE OF REPORT:

The purpose of this report is to bring forward a recommendation to the Committee of the Whole regarding the traffic calming request on Glentana Road per the February 9, 2022 email from J. McCliggott.

BACKGROUND:

At the February 15, 2022 regular Council meeting, Council and staff discussed traffic calming, the existence of a traffic calming policy, cost for a speed hump, and the current speed limit on Glentana Road. In addition, it was noted that a traffic counter was placed on Glentana Road and confirms that traffic is travelling at approximately 33 km/h.

Motion C16-22 thus required that the traffic calming request for Glentana Road be forwarded to a future Committee of a Whole meeting.

DISCUSSION:

Upon review of Glentana Road it is confirmed that the posted speed limit is 30km/h. There are currently two (2) speed humps on Glentana Road, one approximately 130m west of Admirals Road intersection, and one approximately 92m from the end of the road by the Coop housing tennis courts. The two speed humps are approximately 200m apart.

An additional traffic counter was installed at 1500 Glentana Road from July 18th to August 2nd to obtain additional information. The extracted data are as follows:

• Average speed: 34km/h
• 85th percentile speed: 41km/h
• Average Daily Traffic: <500 trips

Upon review of Traffic Calming Policy #5200-016:

• The 85th percentile of vehicles travelling on Glentana Road did not exceed 5km/h over the Universal Speed Limit (greater than 55km/hr). As the posted speed limit on Glentana Road is 30km/h this metric does not apply.
• Traffic counts indicated that the number of vehicles travelling 10km/h over the posted speed limit was greater than 5%. Traffic calming measures could be escalated to Stage 1 measures under this metric.
• Average Daily Traffic numbers are indicative of the number of dwellings that reside in the Glentana neighbourhood. Traffic calming measures would not be warranted from a volume perspective under this metric.

Per the Policy Stage 1 Traffic Calming can include the following options:

• The temporary installation of a speed display sign
• Traffic enforcement actions
• Traffic signs and pavement markers

Currently, it is not recommended to install speed humps as Stage 1 Traffic Calming measures would need to occur before escalation. Specifically regarding the installation of an additional speed hump, this is not recommended as a third speed hump can further hinder emergency response times in the neighbourhood. Other Stage 2 infrastructure such as curb extensions or chicanes may be more suitable for this location.

Furthermore, the Town of View Royal is currently progressing its Active Transportation Network Plan: a plan that seeks ways to improve alternative transportation options that are safe, accessible and convenient for all ages and abilities. While the plan is still in progress, the latest What We Heard Summary Report did indicate that the public would like to see improvements to the Island Highway and Admirals road, within the vicinity of the Glentana neighbourhood. As a result, the Active Transportation Network plan may comment on the utilization of Glentana Road as a more pedestrian and cycling friendly corridor. Therefore, it is recommended that Stage 1 Traffic Calming measures be implemented and to defer traffic calming infrastructure, if required, until the Active Transportation Network Plan is finalized.

RECOMMENDATION:
