Once (1) the review / analysis of this intersection is complete, (2) View Royal staff review the recommendations of 3 Helmcken's traffic impact assessment, and (3) completion or near completion of the View Royal's active transportation network plan, engineering may include improvements into next year's budget.

Council	2021-02-16	C-18-21	THAT due to the potential increase in pedestrian and vehicle traffic from the Shoreline School expansion, staff ask ICBC to undertake a safety audit at the intersection of Shoreline Drive and Island Highway; AND THAT a traffic study be completed for the intersection of Shoreline Drive and Island Highway. Council	2021-03-16	C-26-21	THAT the remaining building permit fees, totaling $18,000, for the Scottish Cultural Centre to be constructed at 1801 Admirals Road be recorded as paid on behalf of the Victoria Highland Games Association and be recorded as a grant in aid; AND THAT the Town of View Royal enter into an agreement with the Victoria Highland Games Association that will facilitate the Town’s use of the Scottish Cultural Centre, once completed, for a predetermined number of hours at a substantially reduced rate. Council	2021-04-06	C-44-21	THAT, pending final details, the Town of View Royal agrees in principle to participate in the District of Saanich’s Speed Reduction Pilot Project.	Ivan Leung	Engineering & Parks	Complete. Saanich Mayor Haynes provided an update to the Town via March 15, 2022 letter, presented at the April 5, 2022 Council Meeting. For now the Regional Pilot Project has stopped until further notice (i.e. the Province does not have a time frame to begin the 2nd phase of the BC MVA Part 13 Pilot Projects). Per the regular Council this letter was moved to receive for information and the Town will work with the District of Saanich should the Province change course on their timelines.

Council	2021-10-19	C-106-21	THAT a report be provided to Council on: a.) the possibility of the Town cost sharing on a 50/50 basis with the Gibraltar Bay Strata: i. the ongoing maintenance and repair costs for the walkway, handrail, and gazebo; ii. the installation and ongoing servicing of a garbage receptacle at the Palmer Station entrance to the common waterfront property; iii. the replacement of the gazebo in 2029; and iv. the Town’s insurance requirements, if any. Council	2021-11-02	C-115-21	THAT Development Permit No. 2021/10 be approved as per the October 29, 2021 report from the Senior Planner titled “Development Permit 2021/10 – 298 Island Highway” subject to Environmental Management Act requirements; AND THAT Development Permit No. 2021/10 include variances to provisions of Zoning Bylaw No. 900, 2014 for the following: 1. variance to the percentage of total parking spaces to be small car spaces in Section 5.5.3 from 30% to 60%; and 2. variance to the number of commercial loading spaces in Section 5.10, Table 3 from two to one. AND FURTHER THAT Development Permit No. 2021/10 include the following conditions: 1. a covenant is to be registered prior to building permit issuance to secure the following: a. commercial parking spaces to be available for shared use by visitors during non-business hours b. proposed communal rooftop deck not to be used between the hours of 10:00 pm and 7:00 am to avoid any excess noise; 2. proposed encroachments are to be addressed prior to building permit issuance, at the applicant’s cost; 3. a 3 m x 3 m corner cut at the Island Highway/Helmcken Road intersection is to be dedicated as road prior to building permit issuance; 4. exterior lighting is to be “dark skies friendly”; and 5. a security deposit for onsite landscaping is to be provided prior to building permit issuance. Council	2021-11-02	C-116-21	THAT a policy relating to the documentation used for receipt of electronic property tax payments vis a vis the penalty date be prepared in advance of the 2022 property tax season. Council	2021-11-16	C-123-21	THAT in response to the changes anticipated with Bill 26, a report be prepared to establish an approach with respect to public hearings for rezoning applications that are consistent with the official community plan. Council	2022-01-18	C-01-22	THAT the charging of parking fees at Town owned and operated electric vehicle charging stations be approved; AND THAT a fee of $1.00 per hour for the first three hours and $2.00 per hour thereafter be implemented; AND FURTHER THAT staff prepare a bylaw amendment to the Fees and Charges Bylaw no. 985 to reflect the newly established fees.
