Dear View Royal Mayor and Council:
Potential Redevelopment/Rezoning - Corner Eltham Road & Helmcken Road – View Royal
It has been requested by our appointed View Royal Planner for this project, Mr. Jeff Chow that we submit this letter to you to ensure that our current Rezoning application conform to the Official Community Plan Bylaw No.811 and guidelines of the current Zoning Bylaw No. 900.
This project does not include commercial space, but during the course of construction, there will be full-time jobs generated during each year of the development. This benefit will also extend to local suppliers of various construction materials, furnishings and fixtures.
The project is primarily of wood-frame construction and will be local and non-toxic and will include recycled and recyclable materials to the greatest extent possible. Through the required energy design process, the project will include the necessary insulation levels to ensure the overall energy performance targets are met, high-performance windows and energy efficient lighting throughout all common and private spaces. Energy-Star Appliances as well will be used to contribute to the project's overall energy performance targets.
The townhomes have been designed to maximize passive architectural performance and environmental response. This process has produced not only reduction in energy requirements but high levels of daylighting and views for the occupants along with enhanced natural ventilation utilizing cross ventilation schemes.
The project does not include micro-units, as it aims to focus on liveability and providing spaces that can accommodate multiple occupants and families.
The site will be fully landscaped and will be a significant contribution to the public realm and human experience in the neighbourhood. Incorporated fully landscaped internal path in between two blocks of the row homes surrounded with open patios brings humans and nature closer together. The project also proposes some improvement along Eltham Road with pedestrian walkways with green buffers and street parking for the visitors of the residential complex. A large, landscaped buffer is introduced between the Helmcken Road and the property fronting onto it with a high hedge and large trees, to ensure adequate buffering across the busy street.
The proposed development provides revitalization of the Helmcken Neighbourhood through the creation of mixed residential units and envisions areas of street and landscape improvements, while preserving the scale and character of existing residential surrounding.
Regarding the public infrastructure and service requirements the project proposes to incorporate storm water detention system into the property with flow-control structures limiting flows to pre-development rates. All necessary improvements to the sewer and drain service will be upgraded and installed by Town of View Royale at the Developer’s expense.
The proposed development is split into two parts with a common linear courtyard in the middle. The massing has been very intentionally designed so the building in its entirety reads as 3 stories of residential. This form of terracing also ensures no overlooking, privacy nor overshadowing will occur between the proposal and the adjacent single family residential units.
It is anticipated that the building design will be highly enjoyed by the building's ultimate users, and the public, and will be harmonious at the same time distinct from the surrounding context.
