Acting Mayor Lemon called the meeting to order at 3:30 p.m.
The Acting Mayor acknowledged that this meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

The Superintendent discussed open files and calls for service.
The Committee and the Superintendent discussed challenges associated with a growing community, gang activity, staffing resources per population, service delivery models, and the Legislative Assembly’s “Transforming Policing and Community Safety in British Columbia” report coming forward to the June Committee of the Whole meeting for discussion.
b) Public Safety Report for March to April 2022
- Report dated May 4, 2022 from the Director of Protective Services
The Director of Protective Services gave an overview of the report to the Committee.
The Committee and staff discussed homeless encampments, mutual aid agreements, the emergency program, and Bylaw Enforcement Officer calls for service.

c) Amendments to Parks and Public Places Bylaw No. 986
- Report dated April 22, 2022 from the Bylaw Enforcement Officer
The Director of Protective Services gave a review of the report to the Committee.
The Committee and staff discussed the need to determine available shelter beds before camping in parks could occur, restrictions and limitations, bathroom facilities, protecting sensitive ecosystems, distance from trails, enforcement and fines, staffing resources required, previous court decisions, and comparison to other municipalities.

The Records Coordinator/Archivist gave a demonstration of the Access to Memory Online Repository to the Committee.

a) C. Baur, 300 Six Mile Road, spoke to the Committee regarding his request for the 300 Six Mile Road strata’s access into Jalan Park considered by Council on April 19, 2022. He noted that he has since learned that the fence between Jalan Park and the strata is owned by the strata and therefore he feels he does not require the Town’s permission to modify the fence with a gate into Jalan Park.
The Committee and Mr. Baur discussed that he has not yet proposed direct Jalan Park access with others in the strata; the previous complaints regarding people trespassing from Jalan Park; and the need for the strata to further discuss potential access with Town staff to ensure if any access is to be created, it is in an optimal location.

The Director of Engineering provided an overview of the report to the Committee.
The Committee and staff discussed the municipality allowing access into Jalan Park, alternate access, private gate and fence, and consideration on a case-by-case basis.

The Senior Planner summarized the report for the Committee.
The Committee and staff discussed slope stability, tree removal, gabion wall structure, existing patio, and landscaping.
D. Ko, Tyko Design, applicant, spoke to the Committee regarding the need for slope stability, gabion wall height, and material on the shoreline.

The Committee and staff discussed access between the proposed parking lot and the construction site at 9 Erskine Lane, and opportunities to formalize the access to the public.
A. Shyiak, West Urban, applicant and consultant for 9 Erskine Lane, noted that permission has been sought from the property owners of 2 Hospital Way for construction staff to use the pedestrian access.
