1. CALL TO ORDER – Mayor Tobias called the Public Hearing to order at 6:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.
2. APPROVAL OF AGENDA
MOVED BY: Councillor Mattson SECONDED: Councillor Lemon
THAT the agenda be approved as amended. CARRIED
3. PUBLIC HEARING
a) Statement of Public Hearing Procedure
Mayor Tobias made a brief statement regarding the procedures for public hearings.
b) Statement of Publication of Public Hearing
The Senior Planner advised that the notice that advertised this Public Hearing was posted on the Town’s notice board, website, and social media platforms on March 9, 2026.

4.1 STAFF REPORTS
a) Public Hearing - Official Community Plan Amendment Bylaw No. 1163, 2026
- Report dated March 6, 2026, from the Senior Planner
The Senior Planner gave a presentation to Council noting this amendment is due to an administrative omission.
Council and staff discussed residential land use designations and permitted uses.

THAT the report dated March 6, 2026, from the Senior Planner titled “Public Hearing - Official Community Plan Amendment Bylaw No. 1163, 2026” be received for information. CARRIED
5. BYLAWS FOR CONSIDERATION
a) Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 1163, 2026 A Bylaw to Amend Official Community Plan No. 811, 2011, to Add the Residential and Large Lot Residential Land Use Designations Back into Land Use Policy 1.5, Land Use Designations
