Staff Recommendation:

THAT Council authorize the issuance of Development Variance Permit 2026-02 for 309 View Royal Avenue in accordance with plans submitted to the Development Services Department on April 9, 2026, subject to the proposed development meeting all of the Town’s Zoning Bylaw requirements, except for the following variance:

  1. increase the maximum height of an addition to a single-family dwelling from 7.5m to 8m.

b) Density Bonus Zoning Bylaw Amendments

Staff Recommendation:

THAT staff prepare the necessary Zoning Bylaw amendment that would authorize the amendments to Zoning Bylaw No. 900, 2014 with respect to repealing the green roof density bonus provision from the RT-1 Zone: Attached Residential, RM-1 Zone: Ground-Oriented Multiple-Unit Residential, RM-2 Zone: Apartment Residential, C-1 Zone: Community Commercial, C-3: Service Commercial, C-4 Zone: Neighbourhood Commercial, C-5: Tourist Commercial, C-7 Zone: Business Park Commercial and C-7A Zone: Business Park Commercial (Automotive);

AND THAT a public hearing not be held for the Zoning Bylaw amendment as the proposed amendments are consistent with the Town’s Official Community Plan;

AND FURTHER THAT staff give notice of the Zoning Bylaw amendment, in accordance with section 467 of the Local Government Act, prior to first, second and third reading of the Zoning Bylaw amendment.

c) Volunteer Community Improvement Grant Program Policy

  1. Short-Term Rental Regulations - Councillor Brown (Pg.109 - 115) Recommendation:

THAT the Town of View Royal amend its short-term rental regulations to align with provincial requirements.

  1. Amend Speed Limits on Atkins Road - Councillor Rogers (Pg.116) Recommendation:

THAT the speed limit on Atkins Road, from the City of Langford boundary to and including Brydon Road, be amended to 30 km/h.

  1. Addition to Draft Official Community Plan - Councillor Rogers (Pg.117 - 119) Recommendation:

THAT information regarding changes to the role of the Official Community Plan (OCP) under British Columbia’s Bill 44 be incorporated into the draft OCP;

AND THAT this information be provided at open houses, during OCP readings, and at the OCP public hearing.

b) Notices of Motion

  1. Construction Related Lane Closures - Councillor Mattson (Pg.120) Recommendation:

THAT staff prepare options to reduce the negative impact of construction related road closures; including but not limited to:

  • limiting the hours closures allowed (e.g., not during rush hours);
  • requiring those requesting road closures to pay for individuals (Traffic Control Persons - TPC) to redirect 'rat runners' out of residential area and back on to designated roads; and
  • increase fees charged to close roads to incent shorter closures.
  1. Expand Helmcken Park and Ride - Councillor Rogers (Pg.121) Recommendation:

THAT Council write to BC Transit, the Victoria Regional Transit Commission, and the Ministry of Transportation and Infrastructure (MOTI), urging the parties to collaborate on expanding parking capacity at the Helmcken Park and Ride following completion of MOTI’s “Bus on Shoulder Project” and the removal of MOTI staging buildings and equipment from the site.

  1. Add Transit Infrastructure to the Active Transportation Improvements on Admirals Road - Councillor Rogers (Pg.122) Recommendation:

THAT staff incorporate transit infrastructure improvements, including bus pull out bays, bus pads, and transit shelters, into the Active Transportation improvements planned along Admirals Road.

  1. De-gazette Portion of Little Road to Add as Parkland - Councillor Rogers (Pg.123) Recommendation:

THAT staff initiate the process to de-gazette the portion of Little Road owned by the Town of View Royal fronting onto Eagle Creek Park and the municipally owned property at 1642 Little Road, in order to facilitate its addition as parkland.
