a) Diane Fownes, Jedburgh Place, expressed concerns regarding short-term rental regulations in View Royal, including their alignment with provincial requirements and regulations in neighbouring municipalities.

b) Rachel McClellan, De Goutiere Place, spoke in support of short-term rentals in View Royal and the benefits they provide.

c) Scott Doust, De Goutiere Place, spoke in support of short-term rentals in View Royal and the benefits they provide.

d) Kyle Porter, Prince Robert Lane, submitted comments via Microsoft Teams. The webcaster read aloud a portion of his letter, which also forms item 10. o) of this agenda.

b) Density Bonus Zoning Bylaw Amendments

  1. Report dated May 11, 2026 from the Director of Development Services The Director of Development Services gave a presentation and overview of the report to Council.

Council and staff discussed proposed zoning bylaw amendments aligning with provincial legislation, density bonus provisions, underground parking regulations, and the community amenity contribution policy.

C-118-26 THAT staff prepare the necessary Zoning Bylaw amendment that would authorize the amendments to Zoning Bylaw No. 900, 2014 with respect to repealing the green roof density bonus provision from the RT-1 Zone: Attached Residential, RM-1 Zone: Ground Oriented Multiple-Unit Residential, RM-2 Zone: Apartment Residential, C-1 Zone: Community Commercial, C-3: Service Commercial, C-4 Zone: Neighbourhood Commercial, C-5: Tourist Commercial, C-7 Zone: Business Park Commercial and C-7A Zone: Business Park Commercial (Automotive);

AND THAT a public hearing not be held for the Zoning Bylaw amendment as the proposed amendments are consistent with the Town’s Official Community Plan;

AND FURTHER THAT staff give notice of the Zoning Bylaw amendment, in accordance with section 467 of the Local Government Act, prior to first, second and third reading of the Zoning Bylaw amendment. CARRIED

c) Volunteer Community Improvement Grant Program Policy

  1. Short-Term Rental Regulations - Councillor Brown

Council discussed whether to amend the Town’s short-term rental regulations to align with provincial requirements, impacts to affordable housing, enforcement capacity, housing supply, and consistency with neighbouring municipalities. Council also discussed property owner rights, the role of short-term rentals in the local economy, and whether further public engagement should be considered.

Council discussed the proposed speed limit reduction on Atkins Road, including safety concerns and pedestrian use. Council inquired about available traffic data, speed enforcement, alternative routes, and associated costs.

“THAT staff prepare options to reduce the negative impacts of construction-related road closures, including but not limited to:

  • limiting the hours closures are permitted (e.g., avoiding peak rush hours);
  • requiring road closure applicants to fund Traffic Control Persons to direct “rat runners” away from residential areas and back onto designated routes; and
  • increasing fees associated with road closures to encourage shorter durations of closure.”
  1. Expand Helmcken Park and Ride - Councillor Rogers

“THAT Council write to BC Transit, the Victoria Regional Transit Commission, and the Ministry of Transportation and Infrastructure (MOTI), urging the parties to collaborate on expanding parking capacity at the Helmcken Park and Ride following completion of MOTI’s “Highway 1 Bus on Shoulder Project” and the removal of MOTI staging buildings and equipment from the site.”
