1. Report dated June 24, 2026 from the Bylaw Compliance Officer (Pg.32 - 45)

Staff Recommendation: THAT the report dated June 24, 2026 from the Bylaw Compliance Officer titled “Information on Municipalities’ Approaches to Regulating Temperature in Rental Buildings" be received for information.

b) Award of Contract - RFP 2026-IT-01 Managed Information Technology Services

1. Report dated July 14, 2026 from the Information Technology Manager (Pg.46 - 49)

Staff Recommendation: THAT the Managed Information Technology Services RFP 2026-IT-01 be awarded to Tecnet Canada Inc. in the amount of $205,200; net of taxes.

c) Development Variance Permit No. 2026-04 - 100 Aldersmith Place

1. Report dated July 15, 2026 from the Senior Planner (Pg.50 - 80)

Staff Recommendation: THAT staff work with the applicant to consider the feasibility of the landowner offering bus passes for employees at 100 Aldersmith Place through BC Transit’s EcoPass program for up to three years as a transportation demand management measure, prior to approval of the Development Variance Permit;

AND THAT Council, after giving notice, consider the following motion:

THAT Council authorize the issuance of Development Variance Permit No. 2026-04 for 100 Aldersmith Place in accordance with plans and documents submitted to the Development Services Department on July 6, 2026, subject to the proposed development meeting all Town’s Zoning Bylaw requirements, except for the following variance:

1. To reduce the required number of parking spaces from 106 to 68;

AND THAT Development Variance Permit No. 2026-04 for 100 Aldersmith Place be issued once a legal agreement has been registered on the titles of strata lots and common property comprising Plan VIS4586, to the satisfaction of the Director of Development Services, to secure the following:

1. No parking space(s) may be reserved for a specific tenant; and
2. Provide bus passes for employees through BC Transit’s EcoPass program for up to three years.

d) Highland South Bridge Rehabilitation Award

1. Report dated July 15, 2026 from the Deputy Director of Engineering (Pg.81 - 84)

Staff Recommendation: THAT Council approve the award for the Town’s 2026 Highland South Bridge Rehabilitation construction contract to Island Applicators at a price of $99,710 plus GST.

e) Six Mile Street Lighting and Crosswalk Award

1. Report dated July 6, 2026 from the Deputy Director of Engineering (Pg.85 - 88)

Staff Recommendation: THAT Council approve the award for the Town’s 2026 Six Mile Street Lighting and Crosswalk at Damon Drive constructioncontract to Allterra Construction Ltd. at a price of $353,802.00 plus GST.

f) Council Remuneration

1. Report dated July 16, 2026 from the Chief Administrative Officer (Pg.89 - 99)

Staff Recommendation: THAT Council remunerations be adjusted to the median of comparators, establishing the Mayor’s remuneration at $56,128 per year (up from $51,982, an increase of $4,146 or 7.975% per year) and Councillors’ remuneration be established at 50% of the Mayor’s remuneration at $28,064, (up from $25,991, an increase of $2,073 or 7.975% per year), plus an adjustment to both rates based on the change in Victoria CPI for 2026;

AND THAT both rates become effective January 1, 2027.

1. Feasibility Assessment for View Royal Primary Care Attachment Clinic THAT the Committee recommend to Council that staff seek legal support on developing a draft Partnering Agreement with a non-profit society that ensures patient attachment for View Royal residents and protects any investment made by the Town into renovating a clinic. (COW--36-26)

6. MOTIONS & NOTICES OF MOTION

a) Motions 1. Evo Stations in View Royal - Councillor Rogers (Pg.114)

Recommendation: THAT British Columbia Automobile Association (BCAA)'s Evolve E-Bike Share be incorporated into the 2026 Transportation Master Plan;

AND THAT staff work with BCAA, Capital Regional District, and Ministry of Transportation and Transit to install Evo satellite stations along our two regional trails as soon as possible as the Town creates its own share bylaw framework for its own "home locations".

2. View Royal/Colwood Wilfert Multi-Use Trail - Councillor Rogers (Pg.115)

Recommendation: THAT the "View Royal/Colwood Wilfert Multi-use Trail" be incorporated in the 2026 Transportation Master Plan as a short-term capital project, with the Town of View Royal, City of Colwood, and Capital Regional District (CRD) collaborating and cost sharing the project, including joint applications for grant funding;

AND THAT it follow the new CRD three-lane separated design specifications for the Galloping Goose Trail (GGT);

AND FURTHER THAT there be a CRD automated traffic counter with wayfinding sign/map in relation with regional trails (GGT/ E&N) to/from Colwood and Langford.

b) Notices of Motion

15. CLOSED MEETING RESOLUTION

THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(k) - municipal service.
