3. PUBLIC PARTICIPATION PERIOD

a) A. Miller, Park Ridge Place, spoke in support of Collection and Disposal of Residential Garbage and Household Food Waste Amendment Bylaw No. 1179, 2026 and requested restrictions on storing garbage and other attractants in a manner accessible to wildlife.

b) L. Pakos, Glenairlie Drive, expressed concern that recent public complaints about contractors could impact future bidding on Town projects, potentially reducing competition and increasing costs.

c) C. Harris, Prince Robert Drive, spoke in opposition to the proposed Development Variance Permit for 258 Helmcken Road.

a) Mayor Marie-Térèse Little, Victoria Family Court and Youth Justice Committee (VFCYC), Chair, Re: VFCYC Annual Report, Vision, Mission, and Goals

Mayor Little and Councillor Guiry, Vice Chair, VFCYC, presented the Committee's 2025 Annual Report, highlighting its advocacy for children and youth involved with the justice system, support for community service providers, and recent work, including a panel discussion on integrated police units and regional policing funding.

Council discussed the proposed youth graphic novel on human trafficking, gaps in youth remand and custody services on Vancouver Island, opportunities for advocacy through the Union of British Columbia Municipalities and the Association of Vancouver Island Coastal Communities, and support for the Committee’s ongoing work.

1. Report dated June 29, 2026 from the Community Planner

The Community Planner gave an overview of the report to Council.

Council and staff discussed the parking requirements for daycares, limits on the number of home occupations permitted per dwelling unit and lot, and other alignment changes required by the updated home occupation regulations.

Council and staff discussed garbage collection fees in relation to secondary suites, collection timing requirements, and potential provisions to regulate the storage of wildlife attractants.

6. MAYOR’S REPORT

The Mayor noted that Councillor MacKenzie will be relocating for the remainder of the Council term. He thanked her for her service, recognizing her valuable perspective, contributions to Council, and work on various portfolios, and presented with a commemorative plaque. The Mayor also provided an update on recent changes to provincial housing legislation and housing targets.

C-148-26 THAT Development Variance Permit 2023-052 for 18 Fenton Road be issued to construct an accessory building in accordance with plans submitted to the Development Services Department on March 3, 2026, subject to the development meeting all of the Town’s Zoning Bylaw requirements, except for the following variances to:

1. increase the minimum length or width of an accessory building or structure from 7.5m to 9.8m;
2. permit the location of an accessory building or structure in the front yard;
3. increase the maximum permitted building floor area from 372m² to 567m²; and
4. increase the maximum lot coverage of all accessory buildings from 60m² to 158m²;

AND THAT Development Variance Permit No. 2023-05 for 18 Fenton Road include the following condition:

1. if a certified arborist identifies significant structural roots within the proposed building footprint, the siting may be modified to the satisfaction of the Director of Development Services to protect trees on abutting properties. CARRIED

b) Rezoning 2026-01 - 241 Glenairlie Drive

1. Report dated June 24, 2026 from the Senior Planner The Senior Planner gave a summary of the report to Council.

Council and staff discussed options for the site under small-scale multi-unit housing regulations, and height and setback requirements.

C-149-26 THAT the necessary bylaw to amend Zoning Bylaw No. 900, 2014 to authorize the proposed development outlined in the staff report dated June 24, 2026, and titled “Rezoning 2026-01 - 241 Glenairlie Drive” be prepared for first, second and third reading;

AND THAT a community amenity contribution be accepted in the amount of $16,000 in accordance with the Community Amenity Contributions Policy No. 6400-041, to be secured in the Community Amenity Reserve Fund prior to final adoption of the zoning bylaw amendment;

AND FURTHER THAT the Town refunds the applicant up to $8,000 if the building permit application for Proposed Lot B as shown on the plans received by the Development Services Department on April 18, 2026 and attached to the staff report dated June 24, 2026, and titled “Rezoning 2026-01 – 241 Glenairlie Drive” is for a single-family dwelling at the time of building permit. c) Development Variance Permit Application No. 2026-03 for 258 Helmcken Road

Council and staff discussed permitted uses of the space, the original intended use of the site, potential commercial tenants, parking requirements, and flexibility of use to attract businesses while considering community needs.

“THAT Council authorize the issuance of Development Variance Permit No. 2026-03 for 258 Helmcken Road, in accordance with plans submitted to the Development Services Department on June 10, 2026, subject to: a. Proposed development meeting all Town’s Zoning Bylaw requirements, except for the following variance: i. vary the condition of use by not requiring a minimum floor area of 74m² on the first storey to be allocated to a Café use.” DEFEATED Councillor Mattson, MacKenzie, and Rogers opposed

d) Request for Decision - Build Communities Strong Fund

AND THAT staff submit an expression of interest to the Government of Canada’s Build Communities Strong Fund for the future consideration of the following projects: iv. Intersection Improvements – Helmcken Rd at Watkiss Way (C-128); v. Atkins Pump Station Pump Replacement (C-030). CARRIED

C-155-26 THAT the following motion be tabled to a future Council meeting pending the receipt of the staff report regarding the Town’s participation in the Capital Regional District Arts and Culture Support Service:

THAT Council:

1. Request a bylaw amendment to change View Royal’s participating area from Group 1 ($131,538 for 2026 or $25.98 per average assessment) to Group 2 (approx. $41,603 or $7.00 per average assessment) by 2027;
2. Once done, allocate the difference (about $70,000 per year and rising) each year in a reserve account dedicated towards a West Shore Arts and Culture Centre; and
3. a) Encourage all West Shore municipalities to become Group 2 members in the CRD Arts Service and create their own West Shore Arts Facility reserve account; OR b) Recommend the CRD create an Arts Programming Regional Service, similar to the recent regional service for arts facilities by 2027. CARRIED
