1. CALL TO ORDER
Mayor Tobias called the Public Hearing to order at 6:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

3. PUBLIC HEARING
a) Statement of Public Hearing Procedure Mayor Tobias made a brief statement regarding the procedures for public hearings.
b) Statement of Publication of Public Hearing The Director of Development Services advised that the notice that advertised this Public Hearing was posted on the notice board at Town Hall on November 25, 2025, the Town’s website on November 25, 2025, and on the Town’s social media sites on November 26, 2025.

a) Official Community Plan Amendment Bylaw No. 1156, 2025
- Report dated October 20, 2025 from the Director of Development Services
The Director of Development Services gave a presentation to Council noting the updates to the Official Community Plan Land Use Designation Map.
Council and staff discussed provincial deadlines for changes to the Official Community Plan and housing targets.

5. BYLAWS FOR CONSIDERATION
a) Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 1156, 2025 A Bylaw to Amend Official Community Plan No. 811, 2011 to Introduce New Land Use Designations for the Small-Scale, Multi-Unit Housing (SSMUH) and Hospital Transit-Oriented Area, and New Housing Policies to Align the Official Community Plan with the 5 and 20-Year Housing Need in accordance with the Province of BC’s Bill 44 – Housing Statutes (Residential Development) Amendment Act, 2023 and Bill 47 – Housing Statutes (Transit-Oriented Areas) Amendment Act, 2023

Keown, Chancellor Avenue, questioned the rationale regarding density changes to the neighbourhood village designation for Chancellor Avenue.
