Staff Recommendation:

THAT Council approve a variance to fence height from 2m to 2.8m for the area described as “Area A” in Schedule 1 as attached to the report from the Planner dated March 13, 2014;

AND THAT Council refuse a variance to the distance of the driveway crossing to the adjacent lot of 1.5m to 0m;

AND THAT Council refuse a variance to fence height from 2m to 3m for the area described as “Area B” in Schedule 1 as attached to the report from the Planner dated March 13, 2014;

AND THAT Council refuse a variance to fence height from 2m to 2.8m for the area described as A ”Area D” in Schedule 1 as attached to the report from the Planner dated March 13, 2014;

AND FURTHER THAT Council refuse the issuance of an encroachment agreement permitting the encroachment of objects into the boulevard with “Area C” in Schedule 1 as attached to the report from the Planner dated March 13, 2014.

b) Craigflower Bridge Replacement Project Funding

Staff Recommendation:

THAT Council considers the ICBC Island Highway Admirals Road Safety Improvements as part of the Craigflower Bridge Replacement Project as originally intended.

c) Land Use Bylaw, 1990, No. 35 – Sign Regulation Update

Staff Recommendation:

THAT the report dated March 4, 2014 from the Planner titled “Land Use Bylaw, 1990, No. 35 – Sign Regulation Update” be received.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

1. From the March 3, 2014 Special Budget Committee of the Whole meeting

a) Council Priorities

1. THAT the Committee recommend to Council that the RCMP contracted services 2014 budget be increased in the amount of $38,668 for one additional FTE with the position to commence September 1, 2014. (COW-12-14)

2. THAT the Committee recommend to Council that the RCMP Admin Support – Salaries and Benefits 2014 budget be increased in the amount of $31,425 for one additional FTE with the position to commence July 1, 2014 on the condition that annual savings of $27,000 can be found in the 2014 casual labour budget. (COW-13-14)

3. THAT the Committee recommend to Council that the following reductions proposed by staff be reintroduced to the 2014 budget:

   • Roads and Streets – Repairs and Maintenance – Asphalt Patching - $20,000
   • Bridges – Repairs and Maintenance – Maintenance - $2,000
   • Signals – Repairs and Maintenance – Inspection/Maintenance - $4,000
   • Roads and Streets – Repairs and Maintenance – Crack sealing - $1,000 (COW-14-14)

4. THAT the Committee recommend to Council that the following reductions proposed by staff not be reintroduced into the 2014 budget:

   • Roads and Streets – Repairs and Maintenance – Road and Shoulder - 2,000
   • Line Painting – Repairs and Maintenance – Line Painting - $2,000
   • Sidewalks & Walkways – Repairs and Maintenance – Stairs, Railings Maintenance - $2,500
   • Boulevards – Water – Watering Reductions - $8,000
   • View Royal Park – Water – Watering Reductions - $250
   • Centennial Park – Water – Watering Reductions - $300
   • Portage Park – Water – Watering Reductions - $3,500
   • Aldersmith Park – Water – Watering Reductions - $300
   • Chilco Park – Water – Watering Reductions - $1,000
   • Small Parks – Water – Watering Reductions - $1,000 (COW-15-14)

5. THAT the Committee recommend to Council that the reduction proposed by staff to Boulevards – Contracted Services – Water Reduction/Maintenance be reintroduced into the 2014 budget in the amount of $14,000. (COW-16-14)

6. THAT the Committee recommend to Council that the following reductions proposed by staff be reintroduced to the 2014 budget:

   • Street lighting – Repairs and Maintenance – Street Lighting – Miscellaneous - $3,000
   • Boulevards – Repairs and Maintenance – Boulevards – Repairs - $3,000
   • Boulevards – Repairs and Maintenance – Boulevards – Trees - $3,000
   • Parks and Rec – Consultants – Arborists – Tree Permit - $1,000
   • Signs – Repairs and Maintenance – Graffiti Removal - $500
   • Signs – Repairs and Maintenance – Traffic Orders - $1,000
   • Roads and Streets – Misc Supplies – Supplies - $500 (COW-17-14)

7. THAT the Committee recommend to Council that the $4,300 reduction proposed by staff to Lawn and Garden Waste – Contracted – Summer Collection not be reintroduced into the 2014 budget. (COW-18-14)

8. THAT the Committee recommend to Council that the $4,300 reduction proposed by staff to Lawn and Garden Waste – Contracted Fall Collection be reintroduced into the 2014 budget. (COW-19-14)

9. THAT the Committee recommend to Council that the $1,000 reduction proposed by staff to Admin Building – Misc Services – Seasonal Lighting be reintroduced into the 2014 budget. (COW-20-14)

10. THAT the Committee recommend to Council that the $1,200 reduction proposed by staff to Admin – Memberships and Subscriptions not be reintroduced into the 2014 budget. (COW-21-14)

11. THAT the Committee recommend to Council that the following reductions proposed by staff be reintroduced to the 2014 budget for a total of not more than $10,000:

    • Street Lighting Repairs and Maintenance – Seasonal Lighting;
    • Administration – New – Postage;
    • Administration – New – Volunteer Dinner; and
    • Parks – New – Seasonal Decorations. (COW-22-14)

12. THAT the Committee recommend to Council that staff look into reducing costs and different funding models for the development of the initial steps of a Long-term Financial Plan; an Information Technology Strategic Plan Renewal; and an Economic Development Plan. (COW-23-14)

13. THAT the Committee recommend to Council that the Elections – Misc. Services – Budget be increased in the amount of $8,000 for an additional voting location in the 2014 budget. (COW-24-14)

14. THAT the Committee recommend to Council that the $15,000 proposed by staff for the Planning – Salaries and Benefits – Summer Student not be included in the 2014 budget. (COW-25-14)

2. From the March 10, 2014 Special Budget Committee of the Whole meeting

a) Administration/General Government

1. THAT the Committee recommend to Council that the Chilco Trails Development be moved from the 2015 to the 2014 Capital Budget, pending confirmation of the $50,000 early contribution from Limona Construction; AND THAT gas tax funds or Casino revenue be used to fund the balance of the project. (COW-26-14)

2. THAT the Committee recommend to Council that the Burnett Road design and installation of two (2) speed humps be included in the 2014 Capital Projects budget; AND THAT the Burnett Road sidewalk project be moved forward to the 2015 Capital Projects budget for consideration in that budget year. (COW-27-14)

3. THAT the Committee recommend to Council that the Watkiss Way at Marler Drive flashing pedestrian crossing be included in the 2014 Capital Projects budget. (COW-28-14)

4. THAT the Committee recommend to Council that a maximum of $5,000 be included in the 2014 Capital Projects budget for trails in Portage Park with $3,000 of those funds to be put towards the more northerly trail which connects to the E&N Rail Trail and $2,000 to be used to improve the surface of the existing more southerly trail. (COW-29-14)

5. THAT the Committee recommend to Council that the construction of a new pedestrian crossing be removed from the Island Highway Fire Hall Development paving project. (COW-30-14)

6. THAT the Committee recommend to Council that a new pedestrian activated crossing near the Public Safety Building be included for discussion in the 2015 Capital Projects budget. (COW-31-14)

7. THAT the Committee recommend to Council that staff prepare a report regarding the addition of twenty (20) ground level garden plots to View Royal Park’s Community Gardens; AND THAT this information also be forwarded to the Parks, Recreation and Environment Advisory Committee. (COW-32-14)

a) Greater Victoria Public Library – 2014 Budget and Five Year Financial Plan - Final THAT the Committee recommend to Council that the Greater Victoria Public Library 2014 Budget be approved. (COW-33-14)

b) Policy Manual Review THAT the Committee recommend to Council that the following policies be removed from the Policy Manual:

• Policy No. 6400-023 Traffic Study in Conjunction with Developments;
• Policy No. 6400-024 New Developments, Blending with Older Character of Town;
• Policy No. 6400-025 Development Applications on Properties Outside Sewer Specified Area;
• Policy No. 6400-027 Development Permit – Down-zoning of Incomplete Projects;
• Policy No. 6400-028 Road Allowance Widths for Strata Subdivisions

c) Amalgamation Question on 2014 Ballot THAT the Committee recommend to Council that staff investigate which municipalities are putting a question of amalgamation on the 2014 local government election ballot and what that question will be. (COW-35-14)
