Good afternoon Kim,

I went over my notes last night regarding what was said at the Council of the whole meeting last Tuesday, and I am prepared and willing to do the following in order to address Council's concerns:

It appears that council has an issue with the parking pad retaining wall that encroaches in the Municipal property on 2 sides (West and East). A retaining wall was chosen instead of a rock stack because retaining walls are much less intrusive and easier to bury flush to the ground level. While made sense to me aesthetically, safety was the biggest reason I chose to go this route.

• In the event that View Royal decides that they want to upgrade the South side of Pallisier, I am fully prepared to sign a form (e.g., an encroachment agreement) that states that I or any future owner would be responsible to remove the sections of the retaining wall that encroaches Municipal property.

The other concern Council had was the fence panels were too high on the East and West side of the parking pad. One of the council members suggested that I lower the panels to 4'. These fence panels are required for safety (to prevent someone from falling off the parking pad). The reason I made the panels is because I like tucking away any vehicle versus having other residents see it. In View Royal there is a big issue with vehicles parked right on Municipal property, some are very old, abandoned, rusted, not insured, and definitely an eye sore to our municipality. As you know a big issue in View Royal is residents assuming it's okay to just park anywhere. What I was trying to do is keep everything tucked away, clean and tidy, hoping others in my area would follow. The last thing I want is people to say how horrible it is driving thru View Royal because cars and trucks are parked everywhere. FYI: I have people that drive up and tell me all the time how wonderful and refreshing it is to see someone take pride in their home and actually keep it clean, and organized. I had a cedar box built just for my garbage cans, this is because I wanted to the grey and green box tucked away as they are definitely not attractive. This is the same reason I added the 6' fence panels to my parking pad, to keep the vehicles in and not fully exposed or bothersome to anyone.

If the issue is that the 6' fence panels on the parking pad are too high, I would like to advise that my plan was to continue with adding the 6' cedar hedging across my property and adjoining with the fence panel on the parking pad. Once the cedars have been planted, the fence panels on the East side would not be visible to anyone.

If this is still an issue to council, I would be willing to do the following:

Drop the 6 ' fence panels on the East and West side that are encroaching on Municipal property, to 4' and drop the remaining 2 panels (1) on the East and (1) on the West side to 5'. This one foot step down per panel is much more appealing than a 2' drop.
