1. CALL TO ORDER
Mayor Screech called the meeting to order at 7:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

5. PETITIONS & DELEGATIONS
a) T. Ebata, Ministry of Forest, Lands, Natural Resource Operations and Rural Development, RE: Aerial Spray Treatment of Lymantria (Gypsy) Moths
Mr. Ebata gave a comprehensive presentation to Council regarding the lymantria moth aerial spray program and the scheduled treatment plan for an approximately fifty-hectare area within the Town. Mr. Ebata requested that the Town’s website include a link to the Provincial government’s lymantria moth spray program information and that a copy of the Pesticide Use Permit be placed at the Town Hall for public inspection. He noted that everyone is invited to attend the March 1st virtual open house.
Council and Mr. Ebata discussed potential flight path obstructions, impact to other caterpillars, trapping program in BC, and timing of the three treatments.
b) Dr. D. Curry, The Canadian Association of Physicians for the Environment, Re: Health Impacts of Natural Gas
Dr. Curry spoke to Council regarding the environmental and health impacts of natural gas, specifically fracking for gas in BC. She urged that no new gas connections be installed in buildings.
c) M. Cittone, View Royal Climate Coalition, Re: Low Carbon Energy Systems Bylaw
Mr. Cittone spoke to Council regarding low carbon new homes in View Royal and the Town helping to achieve climate change goals. He requested that Council consider adopting a low carbon energy system bylaw.
The Mayor indicated that the issue had already been forwarded to staff and the Director of Development Services confirmed that low carbon development will be considered with the upcoming BC Energy Step Code adoption.
D. Thompson, Governance Consultant, PolicyLink Research, spoke to Council regarding bylaws that had been adopted by other municipalities and noted he will forward this information to the Town.

a) 2022-2026 Five Year Financial Plan Deliberations
- Introduction and Overview
The Director of Finance introduced and provided an overview of the 2022-2026 Five Year Financial Plan including the budget schedule and process. She presented an orientation to the budget book and described the various budget components. The Director noted the proposed Financial Plan has a 6.6% tax increase (before non-market change) indicated at this time.
Council and the Director of Finance discussed total assessments and non-market change; operating revenue and expenses; capital spending and funding; and use and size of reserves.

The Director of Engineering noted that a traffic counter was placed on Glentana Road and confirms that traffic is travelling at approximately 33 km/h.
Council and staff discussed traffic calming, the existence of a traffic calming policy, cost for a speed bump, and current speed limit on Glentana Road.

The Corporate Officer gave an overview of the report to Council.
Council and staff discussed the rationale for the non-phased fee structure and whether there should be an exemption for drive-thru restaurants as is done in the District of Saanich though not in other area municipalities. It was noted that the focus for compliance will be on education.
