HELD ON TUESDAY, APRIL 19, 2022

1. CALL TO ORDER
Mayor Screech called the meeting to order at 7:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

8.1 STAFF REPORTS
a) Development Permit Application No. 2021/03 – 221 Atkins Road
- Report dated April 13, 2022 from the Senior Planner
The Senior Planner gave a summary of the report to Council.
Council and staff discussed environmental monitoring, water run-off, slope stability, tree replanting, and the number of properties that could benefit from paying to connect to an expanded sewer system.
Council and Mr. McAllister, applicant, discussed tree replanting and proposed driveway surfacing. Mr. McAllister noted that replanting in the development permit area will be under the direction of a biologist and will provide additional stability to the slope.

C-34-22 THAT Development Permit Application No. 2021/03 be approved as per the April 13, 2022 report from the Senior Planner titled “Development Permit Application No. 2021/03 – 221 Atkins Road”;
AND THAT Development Permit Application No. 2021/03 include the following:
- Development of the site is to be conducted in accordance with conditions stated in the Riparian Area Protection Regulation Assessment Report prepared by Tim Adam, Stantec Consulting, dated January 28, 2022.
- Registration of a covenant to protect the Streamside Protection and Enhancement Area prior to approval of the subdivision.
- Areas where storm water is to be conveyed downslope by pipe must be constructed and restored under the direction of a Qualified Environmental Professional and a geotechnical engineer.
- A security deposit for landscaping and protection of the natural environment for an amount determined by a Qualified Environmental Professional must be provided prior to commencing alteration of land. CARRIED

C-35-22 THAT the 2022-2026 Financial Plan be approved in principle, as amended;
AND THAT the 2022-2026 Five-Year Financial Plan bylaw be prepared for consideration at the April 19, 2022 Council meeting. CARRIED

C-36-22 THAT a tax rates bylaw be prepared for 2022 based on a 5.5% tax increase by increasing each property class’s total contribution by the same percentage, except for the tax rate multiple for the Recreation/Non-profit (Class 8) is to be set at 6.0. CARRIED

C-37-22 THAT the Advisory Committees continue to meet electronically on the Microsoft Teams meeting platform until at least December 31, 2022;
AND THAT the December 31, 2022 date for Advisory Committee electronic meetings be re-evaluated in the fall of 2022. CARRIED

The Protective Services Chair will discuss with the RCMP the possibility of including the roundabout at Helmcken Road and Pheasant Lane in their already increased enforcement around View Royal Elementary School.
The Director of Engineering noted that staff will investigate ICBC statistics for roundabouts in View Royal.
