Attachment “C” is an amendment to Sign Bylaw No. 950, 2018 that addresses some minor language changes to ensure congruency with the proposed amendments to Election Procedures Bylaw No. 989, 2018.
CONCLUSION:
The draft bylaw takes a measured approach as it seeks to balance the various aspects of elections signs – location, size, height, number, and safety – with the desire of candidates, elector organizations and third party advertising sponsors to promote their campaigns. The draft bylaw allows private property owners to continue to have election signs on their property as they see fit.
With respect to the logo, the use continues to be protected and incorporation of language into the bylaw is in keeping both with the Town’s Code of Conduct and best practices followed by other municipalities.
The proposed changes would apply to all election signs – not just those for the municipal elections, but also for school board, provincial and federal government elections as well as other voting events (by-elections, referenda, recall campaigns, etc.). Staff would continue the current practice of distributing election sign information to candidates in any election once candidate information becomes known.
RECOMMENDATION:
THAT Council receive the Director of Corporate Administration/Deputy Corporate Officer’s May 3, 2022 report entitled “Election Procedures Bylaw No. 989, 2018 – Proposed Amendments: Elections Signs and Logo Usage”.
