The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation and that today is National Indigenous Peoples’ Day.

4. MAYOR’S REPORT

The Mayor noted he attended the Remembrance Day ceremony held at the Esquimalt Cenotaph. As well, he noted he had the opportunity to speak with R. Garrison, MP, and M. Dean, MLA, and will be attending a meeting with M. Dean at the handyDART site.

On November 28, 2022, the Mayor will be the master of ceremonies at an economic development event anticipated to be held at the Craigflower Community and Performing Arts Centre.

a) Advisory Committees

Council discussed referring the Active Transportation Network Plan Baseline Conditions report to the Community Development Advisory Committee for review and assessment of the pedestrian and transit networks for the same aspects that the recent bicycle tours did, specifically current state of infrastructure and how it compares to best practices; the Town’s key destinations and why other modes of transportation are not used to access these destinations; and short-term priority projects.

The importance of engaging the existing advisory committees in the proposed expanded advisory committees structure was also discussed.

a) Development Permit with Variance 2022/05 – 1519 Admirals Road

1. Report dated November 4, 2022 from the Community Planner

The Community Planner gave a summary of the report to Council.

Council, staff, franchise owner, and applicant discussed parking, greenspace, neighbourhood engagement, area of increase, the requirement for two electric vehicle parking spaces which are proposed to be level 2 stations, cash in lieu of parking, loading spaces, rooftop ventilation vis a vis the existing covenant registered on title, stock delivery, staffing, future commercial retail unit development, and signage.

a) D. Witzer, 1501 Glentana Road, spoke to Council regarding the proposed development permit for 1519 Admirals Road, specifically, parking, views, and concern over potential noise from the additional rooftop HVAC unit. He is not opposed to the store’s expansion but requested that the extent be limited to reduce the impact to viewscapes.

b) D. Hayes, 32 Demos Place, spoke to Council regarding the proposed development permit for 1519 Admirals Road and inquired into the number of trees planted as part of the Town’s tree planting program funded through the cash-in-lieu program.

The Director of Engineering and Parks clarified the tree planting program.

C-91-22 THAT Development Permit 2022-05 be approved as per the report dated November 4, 2022 from the Community Planner titled “Development Permit with Variances DP 2022-05 – 1519 Admirals Road”;

AND THAT Development Permit 2022-05 include the following variances:

  • variance to Section 4.6.2(c) of Zoning Bylaw No. 900, 2014 to locate an accessory structure in the front yard;
  • variance to Section 5.10 of Zoning Bylaw No. 900, 2014 to reduce the total number of loading spaces from 5 to 2;
  • variance to Section 5.10 of Zoning Bylaw No. 900, 2014 to reduce the total number of parking spaces from 283 spaces to 247 spaces;
  • variance to Section 6.7 of Sign Bylaw No. 950, 2018 to reduce the minimum vertical distance from grade a sign may be located from 2.4 m to 1.34 m; and
  • variance to Section 7.2(b) of Sign Bylaw No. 950, 2018 to increase the maximum character size from 45 cm to 137 cm;

AND FURTHER THAT Development Permit 2022-05 include the following conditions:

  • a security deposit of $86,328.00 at 120% of the quoted landscape works ($71,940.00) be provided prior to issuance of a Building Permit
  • a cash-in-lieu payment of $504,000.00 for a total of 42 parking spaces be provided prior to issuance of a building permit
  • that a s. 219 covenant must be registered prior to issuance of Development Permit 2022-05, that specifies the landowner’s responsibility to develop an on-site underground sewer attenuation system that will be designed to the satisfaction of the Director of Engineering. CARRIED

The Director of Development Services noted that any reduction to the required number of electric vehicle parking spaces would trigger an additional variance, notice, and comment opportunity.

b) Helmcken Road North Laning Review

1. Report dated November 9, 2022 from the Director of Engineering and Parks

The Director of Engineering and Parks gave a summary of the report to Council.

Council and staff discussed the timing and options for lights in relation to pedestrian crossings, District of Saanich’s traffic analysis, proposed developments impacting traffic, and left turns from Chancellor Road.

C-95-22 THAT the Polly Place road end capital project, approved for completion in 2022 (Project Summary C-114), be removed from the prioritized list of road ends;

C-97-22 THAT the request for an additional speed hump on Glentana Road be denied;

AND FURTHER THAT any other subsequent traffic calming infrastructure stipulated under Stage 2 of Traffic Calming Policy No. 5200-016 be deferred until the Town’s Active Transportation Network Plan be finalized. CARRIED

C-98-22 THAT a report be provided to the December 2022 Committee of the Whole meeting regarding potential options to mitigate highway noise;

AND THAT a letter be sent to the Ministry of Transportation and Infrastructure requesting the Ministry implement sound attenuation solutions on the Trans-Canada Highway corridor in the Town of View Royal, particularly in areas where there are increasing areas of concern, such as the Thetis area. CARRIED

a) Minutes of the West Shore Parks and Recreation Society Board of Directors meeting held September 8, 2022

Council discussed the City of Colwood’s presentation concerning future development opportunities at the Juan de Fuca Recreation site; potential recreation spaces for pickleball, use of the dry use floor, and installation of electric vehicle charging stations at the West Shore Parks and Recreation Centre.

a) Amendment to Procedures Bylaw No. 677 – Councillor Brown

Council discussed Councillor Brown’s request to remove the limit on the number of times each year that an elected official can participate electronically in meetings. It was noted that the provision was only inserted within the past year and was intended to clearly show the importance of in-person attendance to be effectively heard at the Council table. It was noted that participation can be done well either in-person or electronically. The Chief Administrative Officer offered that a background report could be prepared to better inform Council’s discussion.
