1. CALL TO ORDER
Mayor Tobias called the meeting to order at 6:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.
2. APPROVAL OF AGENDA

THAT the agenda be amended to include items 10. d) 1. and 10. d) 2. and move items 10. a) and 10. d) to items 11. a) and 11. b);
AND THAT the agenda be approved as amended. CARRIED
3. PUBLIC PARTICIPATION PERIOD
a) T. Hoff, WestUrban Developments Ltd., provided Council with an overview of the development at 9 Erskine Lane to Council and expressed appreciation for the support of Town staff and Council. He highlighted the project’s success and noted that a variance application will be forthcoming.

THAT following first and second reading of Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 1156, 2025, a public hearing be scheduled in accordance with the Province of BC’s Bill 44 – Housing Statutes (Residential Development) Amendment Act, 2023 and Bill 47 – Housing Statutes (Transit-Oriented Areas) Amendment Act, 2023. CARRIED
- Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 1156, 2025 A Bylaw to Amend Official Community Plan No. 811, 2011 to Introduce New Land Use Designations for the Small-Scale, Multi-Unit Housing (SSMUH) and Hospital Transit-Oriented Area, and New Housing Policies to Align the Official Community Plan with the 5 and 20-Year Housing Need in Accordance with the Province of BC’s Bill 44 - Housing Statutes (Residential Development) Amendment Act, 2023 and Bill 47 – Housing Statutes (Transit-Oriented Areas) Amendment Act, 2023

AND THAT staff work with the developer of 4 Helmcken Road to coordinate installation of the extended sidewalk. CARRIED

a) West Shore RCMP Detachment Expansion Project
Rising from the July 22, 2025 In-Camera Council meeting:

THAT the expenditure of up to $126,450 (14.05% of $900,000) funded from the Police Capitalization Reserve be authorized to complete the validation phase of the West Shore RCMP Detachment Expansion Project;
AND THAT the 2025-2029 Financial Plan be amended accordingly. CARRIED
16. CLOSED MEETING RESOLUTION

THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(c) - employee relations. CARRIED
