Staff Recommendation: THAT following first and second reading of Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 1156, 2025, a public hearing be scheduled in accordance with the Province of BC’s Bill 44 – Housing Statutes (Residential Development) Amendment Act, 2023 and Bill 47 – Housing Statutes (Transit-Oriented Areas) Amendment Act, 2023.

Staff Recommendation: THAT Council consider the 2025 grant-in-aid application from Construction Foundation of BC, in an amount to be determined by Council, in accordance with Policy 1600-012 - Grants in Aid.
b) Sidewalk Extension Request - Conard Street

Staff Recommendation: THAT Council authorize staff to extend the sidewalk on Conard Street, between 21 Conard Street and 4 Helmcken Road, at a cost of $15,000, to be funded from the Community Amenity Reserve Funds;
AND THAT staff work with the developer for 4 Helmcken Road to coordinate installation of the extended sidewalk.

THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(c) - employee relations.
RISING REPORT
a) West Shore RCMP Detachment Expansion Project
- From the July 22, 2025 Special In-Camera meeting: MOVED BY: Councillor Rogers SECONDED BY: Councillor Mattson
THAT the expenditure of up to $126,450 (14.05% of $900,000) funded from the Police Capitalization Reserve be authorized to complete the validation phase of the West Shore RCMP Detachment Expansion Project;
AND THAT the 2025-2029 Financial Plan be amended accordingly.
