Trustee Electoral Area Election Model - Councillor Brown
Recommendation:
THAT the Town of View Royal ask the Greater Victoria School District No. 61 Board of Education to consider a Trustee Electoral Area election model to be implemented in time for the 2026 Local Government/Board of Education Elections;
AND THAT the Town of View Royal send letters to the City of Victoria, Township of Esquimalt, District of Saanich, District of Oak Bay, District of Highlands, the Songhees Nation, and the Esquimalt Nation informing them of the Town's request to the Greater Victoria School District No. 61 Board of Education.

a) Development Variance Permit 2024-02 - 498 Island Highway
- Report dated October 29, 2024 from the Community Planner (Pg.25 - 47)
Staff Recommendation:
THAT Development Variance Permit 2024-02 be approved as per the report dated October 29, 2024 from the Community Planner titled "Development Variance Permit 2024-02 - 498 Island Highway" and include the following variances to Sign Bylaw No. 950:
- replace an existing changeable copy sign for an electronic changeable copy sign; and
- increase the maximum height permitted for the location of a wall sign from 4.5 metres to 7.0 metres.
AND FURTHER THAT:
the applicant work with Town staff to prepare and execute a legal agreement to restrict the electronic changeable copy sign to have text messages or images for a minimum of thirty (30) seconds (change interval), and control display brightness of the sign, prior to the issuance of the Development Variance Permit, to the satisfaction of the Director of Development Services; and
the applicant reimburse the Town for all legal costs incurred by the Town with the preparation and execution of the legal agreement.

THAT the report dated October 25, 2024 from the Engineering Technologist titled "Household Sewer Grinder Pump Transfer to Owner Update" be received for information.
- Sanitary Sewer Rates and Regulations Bylaw No. 397, 2000, Amendment Bylaw No. 1151, 2024 (Pg.78 - 79) A Bylaw to Amend Sanitary Sewer Rates and Regulations Bylaw in Regard to Household Sewer Grinder Pump System Locations (first, second and third reading)
