a) Official Community Plan Review and Update- Request for Proposal Draft Terms of Reference

  1. Report dated October 8, 2024 from the Director of Development Services

Council and the Director of Development Services discussed the project cost, public engagement, timelines, and a phased approach.

  1. Report dated September 18, 2024 from the Corporate Officer

Council and the Corporate Officer discussed accessibility inquiries received by the Town, deadline for response feedback, and operational definitions in the Plan.

c) Active Transportation Grants

C-140-24 THAT staff be authorized to:

  1. apply for the Province of British Columbia’s Vision Zero Grant in support of the Speed Reduction Strategy Program; and
  2. apply for the Province of British Columbia’s Active Transportation Infrastructure Grant in support of the Atkins Road Sidewalk Project (C-107) and the Helmcken Road at Watkiss Way Intersection Improvements Project (C-128). CARRIED

d) Jedburgh Sidewalk Construction Award

  1. Report dated October 3, 2024 from the Director of Engineering

C-141-24 THAT the Jedburgh Road Sidewalk project be awarded to Ralmax Contracting Ltd. in the amount of $317,172 net of GST;

AND THAT the budget be amended to $375,172 to cover the construction costs, contract administration, engineering inspections, and contingencies, net of GST. CARRIED

e) Feasibility Analysis: Deconstruction and Demolition Waste Management Bylaw

  1. Report dated October 9, 2024 from the Community Planner

Council discussed the availability of a list of salvage companies used by other municipalities that is distributed to the public when considering deconstruction and/or demolition.

C-142-24 THAT the Town not proceed with a new Deconstruction and/or Demolition Waste Management Bylaw until a review of the Official Community Plan and the Town’s existing housing stock are completed;

AND THAT staff prepare a project summary for the creation of a deconstruction and/or demolition bylaw for the 2025 budget deliberations;

AND FURTHER THAT staff continue to work with the Capital Regional District to raise awareness and educate the public about waste diversion efforts. CARRIED

C-145-24 THAT the following ten key focus areas in the Official Community Plan review and update project be endorsed and included in the Request for Proposal: Community Profile, Vision and Guiding Principles; Land Use Designations and Special Planning Areas; Housing; Transportation and Mobility; Climate Action, Adaptation and Resiliency; Environmental Preservation and Enhancement; Growth Management Considerations; Reconciliation; Development Permits and Design Guidelines; and Regional Growth Statement, Implementation and Monitoring;

AND THAT the proposed three-phase project timeline and associated project scope with a project start date of January 2025 and an anticipated completion date of September 2026 (18 months) for Phase 1 and Phase 2 be approved;

AND FURTHER THAT the draft Terms of Reference for the Official Community Plan Advisory Committee be approved. CARRIED

a) Trustee Electoral Area Election Model - Councillor Brown

THAT the following motion be brought forward to the November 5, 2024 Council meeting:

“THAT the Town of View Royal ask the Greater Victoria School District 61 Board to consider a Trustee Electoral Area election model to be implemented in time for the 2026 Local Government/Board of Education Elections.

AND THAT the Town of View Royal send letters to the City of Victoria, Township of Esquimalt, District of Saanich, District of Oak Bay, District of Highlands, the Songhees Nation, and the Esquimalt Nation informing them of the Town’s request to the Greater Victoria School District 61 Board.” CARRIED
