GAZEBO BACKGROUND - GIBRALTAR BAY

  • Gibraltar Bay (GB) is a seaside bare land strata with 72 homes
  • Gazebo built by developer in 2002 – made from cedar
  • Pathway and stairway leading to gazebo built jointly by the Town of View Royal and Gibraltar Bay Strata with 50% cost sharing
  • Gazebo and area much loved by residents and View Royal community alike; a destination for many out walking or looking for a great view of the water

VANDALISM AND ILLEGAL ACTIVITIES

  • In 2022 we started to see some vandalism at the gazebo
  • Evidence of illegal substance abuse in the area
  • Nearby residents complained of questionable activities and loud late-night visits to the gazebo
  • Many residents felt that the roof and cedar fence paneling on the gazebo provided a safe, out of the weather, hiding spot for illegal activities
  • Due to the damage the structure is no longer stable and is a hazard

TOWN OF VIEW ROYAL SUPPORT AND GAZEBO COMMITTEE FORMED

  • Gibraltar Bay strata attended a TVR council meeting in May 2024 requesting financial support for either refurbishing or removal of the existing gazebo
  • A motion was carried to approve cost sharing on a 50/50 basis up to a maximum of $8,000
  • Gibraltar Bay strata held their AGM on May 21, 2024, a resolution to refurbish the gazebo for an estimated cost of $17,500 was defeated, residents wanted more information and more options
  • A Gazebo committee was formed because of the residents’ requests for more information and options, their mandate was to recommend viable options with costing

GAZEBO COMMITTEE AND QUOTES

  • The Gazebo committee (10 residents) met onsite 3 times and had group communication via email over the summer
  • The committee had three rock contractors quote on various options and one general contractor quote on replacing the structure with a new cedar gazebo (see rockwork quote snapshot next slide)
  • The general contractor quote to rebuild a similar cedar structure was almost $40,000; this did not include the foundation cost, which could easily be another $10,000 to $12,000
  • The Gazebo committee’s recommendation was for Option #1 which would be a roofless, cement and rock structure in the same footprint as the existing gazebo with similar flagstone as the existing pathway/stairs and a metal railing around the perimeter for safety

Option #1 – View Point

A cement slab surfaced with flagstone/slate that would match the existing walkway. The slab would be the same footprint (size) as the current Gazebo. This would be a roofless structure and would have a metal railing around its circumference up to the current safety standards. The budget includes an amount for seating which could be composite aidorondak chairs that are secured to the foundation.

Option #2 – Extend Rock Work Platform

This option would be to extend the existing bench platform. A rock wall would be built that aligns with the stairway and the existing bench area to form a larger semi-circle type platform (cement surfaced with matching flagstone) that would allow for further seating. A metal railing would be added to the edge of the platform to code.

TOWN HALL MEETING

  • A Town Hall style meeting was held September 26 at the Scottish Cultural Centre in View Royal for GB residents to ask questions and seek further information from the Gazebo committee and review the recommendation and options
  • Approximately 30 residents attended the meeting
  • Their concerns were mostly around the cost of the options, they felt that TVR should contribute 50% of costs as the gazebo site is a local site utilized by the whole community

NEXT STEPS FORWARD

  • Secure further financial support from the Town of View Royal – 50% of the total cost
  • Call a Special General Meeting of Gibraltar Bay Residents
  • Vote on a resolution for the gazebo area (the meeting must first have a quorum {24} of residents present or represented by proxy) then a vote must be taken amongst those, present/proxies, to be successful the resolution must pass by 75%
  • The Gazebo committee has chosen to put Option #1 forward, the best option in their opinion, so as to not dilute the vote

THE FUTURE AND SAFETY

  • Should we secure a positive result at the special general meeting we will go through with a final quotation process including all the original contractors to finalize costs and then would proceed with the project as soon as possible
  • If the resolution does not pass the gazebo will need to be removed and the area securely fenced off
  • The current state of the gazebo must be addressed as soon as possible to prevent any safety/liability issues
