Good Morning Mayor and Council,

In driving off of Helmcken road making a right hand turn onto the on ramp entering/ merging on the highway at 6:55 am this morning, three double trailer dump trucks were all parked, along the right side on the merge ramp, waiting for their job site. The trucks parked, are waiting for the job site on burnside road in Saanich, across from Tillicum Mall.

This is not safe, and our highway and roads, should not be used for staging or for unsafe parking for the start of construction. The city of Saanich would have issued the permit and I don’t think this is legal.

On a different tropic, but relates to construction, we recently received our sewer user fee, for $708.22 dollars. When construction sites that are still in the unfinished stage (224 island highway) for over 4 or so years, how does the sewer cost billed for this one example, unfinished with the city’s sewer utility invoicing for the 4 or so years completing the build?

I do believe there were upgrades with the sewer system on island highway to increase the capacity load, and who is paying for this?

The fairness of the city,s billing system is unfair to single family homes. The mill rate system on bc assessments for the city,s collection , needs to be looked at.

Where does one find the history of increases that View Royal is charging homeowners with this “new” sewer billing? Is the city making money off of their collection system?

In reviewing 4 properties on island highway the following are valued currently for 2024:

  • 244 Island Highway $3,171,000, (3 home values)
  • 258 Island Highway $3,792,000. (3.5 home values)
  • 236 Island Highway 16 units $7,103,070 (7 home values)
  • 210 Island Highway 17 units $2,035,000 (2 home values)

When reviewing BC Assessment home values ,what is being assessed that drives municipal revenue for the city’s infrastructure of cost?.
