RECOMMENDATION:

THAT the report dated October 25, 2024 from the Engineering Technologist titled “Household Sewer Grinder Pump Transfer to Owner Update” be received for information.

PURPOSE:

The purpose of this report is to inform Council that two (2) household sewer grinder pumps can be removed from the Town’s inspections, maintenance and replacement responsibilities.

BACKGROUND:

The Town is currently responsible for 16 household sewer grinder pumps in the municipality. These pump systems were installed by the Capital Regional District (“CRD”) as part of the overall sewage collection system built in approximately 1979-80 in the area now known as the Town of View Royal: maintenance responsibilities were passed to the Town of View Royal at the time of incorporation.

Maintenance responsibilities include annual electrical and visual inspections, regular maintenance and replacement of the household sewer grinder pumps. Section 24.2.7 of the Sewer Rates and Regulations Bylaw (No. 397, 2000, the “Bylaw”) does state conditions whereby property owners would assume the ownership, inspections, maintenance and replacement responsibilities.

Staff identified that the ownership of 269 View Royal Avenue had changed as of November 2022 and the ownership of 267 Glenairlie Drive had changed as of July 2023. Changes in ownership is identified in the Bylaw as a condition by which responsibilities of the household sewer grinder pump be passed to the property owner (Section 24.2.7f). Therefore, staff sent informational letters in October 2024 to these respective households informing the owners that the Town of View Royal would perform one last maintenance inspection prior to transferring all future grinder pump responsibility to the owners in accordance with the Bylaw.
