1. CALL TO ORDER
Mayor Tobias called the meeting to order at 7:00 p.m.

a) Minutes of the Council meeting held October 15, 2024

THAT the minutes of the Council meeting held October 15, 2024 be adopted as presented. CARRIED
4. MAYOR’S REPORT
The Mayor discussed the results of the 2024 British Columbia Provincial Election; and noted that Councillor Brown will be attending the Esquimalt Cenotaph on Remembrance Day in the Mayor’s place.
5. PETITIONS & DELEGATIONS
a) C. McIvor, Gibraltar Bay Strata, Re: Gibraltar Bay Gazebo Replacement Project
Ms. McIvor spoke to Council regarding the Gibraltar Bay gazebo, specifically:
- background;
- community use;
- recent vandalism;
- Town support; and
- potential replacement project options, including quotes, next steps, and safety of the gazebo.
Council and Ms. McIvor discussed gazebo maintenance.

a) C. McDougald, spoke to Council regarding the importance of maintaining public access in Gibraltar Bay.
7. BUSINESS ARISING FROM PREVIOUS MINUTES

Trustee Electoral Area Election Model – Councillor Brown

C-148-24 THAT the Greater Victoria School District No. 61 Board of Education be asked to consider a Trustee Electoral Area election model to be implemented in time for the 2026 Local Government/Board of Education elections;
AND THAT the Town of View Royal send letters to the City of Victoria, District of Saanich, District of Oak Bay, District of Highlands, the Songhees Nation, and the Esquimalt Nation informing them of the Town’s request to the Greater Victoria School District No. 61 Board of Education. CARRIED Councillor Kowalewich opposed

a) Development Variance Permit 2024-02 – 498 Island Highway
- Report dated October 29, 2024 from the Community Planner
The Community Planner gave a summary of the report to Council.
Council and staff discussed form and character, sign size, consultation, light pollution, setting precedent, potential traffic safety impacts, and changing sign technology.

C-149-24 THAT Development Variance Permit 2024-02 be approved as per the report dated October 29, 2024 from the Community Planner titled “Development Variance Permit 2024-02 – 498 Island Highway”;
AND THAT Development Variance Permit 2024-02 include the following variances:
- replace an existing changeable copy sign for an electronic changeable copy sign; and
- increase the maximum height permitted for the location of a wall sign from 4.5 metres to 7.0 metres.
AND FURTHER THAT:
- the applicant work with Town staff to prepare and execute a legal agreement to restrict the electronic changeable copy sign to have text messages or images for a minimum of thirty (30) seconds (change interval), and control display brightness of the sign, prior to the issuance of the Development Variance Permit, to the satisfaction of the Director of Development Services; and
- the applicant reimburse the Town for all legal costs incurred by the Town with the preparation and execution of the legal agreement. CARRIED Councillor Kowalewich and Rogers opposed

The Director of Engineering gave a summary of the report to Council.
Council and staff discussed costs associated with maintenance of grinder pumps originally installed by the Capital Regional District.
