Mayor Tobias called the meeting to order at 7:00 p.m.

4. MAYOR’S REPORT
The Mayor noted the South Vancouver Island Powwow held on September 30, 2024 was a well-attended event and the Town’s three 2024 Union of British Columbia Municipalities’ motions were endorsed at that organization’s recent convention.
5. PETITIONS & DELEGATIONS
a) M. Alto, Chair, CRD Arts Commission and C. Gilpin, Manager, Arts and Culture, Re: View Royal’s Participation in CRD Arts
Chair Alto introduced Mr. Gilpin, Manager, CRD Arts and Culture, who spoke to Council regarding the CRD Arts and Culture service and its benefits, specifically:
- support service structure;
- available grants;
- audiences;
- funding, including View Royal’s participation;
- performing arts facilities; and
- arts service participation.
Chair Alto noted that should View Royal choose to withdraw from this service, the impact would be enormous. She requested that the information provided by Mr. Gilpin be considered when contemplating Councillor Rogers’ proposed motion, and that Council reaffirm View Royal’s participation in the service.
Council, Chair Alto, and Mr. Gilpin discussed programming in View Royal, funding for non-profit organizations, process to change View Royal’s participation, regional and sub-regional service, venues, and expanding activities on the West Shore.
6. PUBLIC PARTICIPATION PERIOD
a) C. Smith, Chilco Road, spoke to Council regarding his letter (item 9.1 c)), and requested that Council allow the Stonecliffe Strata (2319 Chilco Road) to replant replacement trees at a 1:1 ratio instead of the Tree Bylaw required ratio of 2:1.
7. BUSINESS ARISING FROM PREVIOUS MINUTES
a) From the September 3, 2024 Council meeting: Amend CRD Arts Funding – Councillor Rogers
Council discussed View Royal’s group level participation in the CRD Arts, need for a regional approach, funding, process to amend the Town’s level of participation, and arts in the West Shore.

C-128-24 THAT, in conjunction with budget discussions, Council review View Royal’s group level participation in the Capital Regional District (CRD) Arts, with consideration to also fund a Westshore Arts Centre;
AND THAT the Town work with the CRD Arts to request all Westshore municipalities review their CRD contributions toward a truly regionally funded arts program and infrastructure. CARRIED Councillor Lemon opposed

a) Engineering and Parks EV Truck Purchases
- Report dated September 16, 2024 from the Director of Engineering
The Director of Engineering gave a summary of the report to Council.
Council and staff discussed the required budget amendment, whether the vehicle meets the department needs and resultant impacts to the level of service, charging capacity, funding, and current fleet.

C-129-24 THAT $141,000 net of GST, trade-in allowance, and insurance payout for the purchase of two (2) Chevrolet Silverado EV work trucks from Jenner Chevrolet Buick GMC Ltd. (View Royal) be approved to replace Parks’ 2019 Chevrolet Silverado 1500 truck and Engineering’s 2010 Nissan Frontier truck, funded from the Machinery and Equipment reserve;
AND THAT the 2024-2028 Financial Plan be amended accordingly. CARRIED Councillor Rogers opposed
b) 2024 Asset Management Planning Grant from UBCM

C-130-24 THAT the Town of View Royal apply for the Union of British Columbia Municipalities’ (UBCM) 2024 Asset Management Planning grant in support of the Establishing Levels of Service component of the Asset Management Program Improvements project in the amount of $25,000. CARRIED
