1. CALL TO ORDER
Mayor Tobias called the Public Hearing to order at 7:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

3. PUBLIC HEARING
a) Statement of Public Hearing Procedure
Mayor Tobias made a brief statement regarding the procedures for public hearings.
b) Statement of Publication of Public Hearing
The Senior Planner advised that the notice that advertised this Public Hearing was posted on the notice board at Town Hall on June 5, 2024. The notice was also advertised on the Town’s website and social media sites on June 5, 2024, and in a newspaper, being the Goldstream Gazette, on Wednesday, June 12, 2024.
4. REPORTS
4.1 STAFF REPORTS
a) Official Community Plan Amendment Bylaw – Development Permit Area Amendment
- Report dated May 22, 2024 from the Senior Planner
The Senior Planner gave a summary of the report to Council.
The Mayor asked staff to clarify some of the provisions in Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1135, 2024 with respect to lot density and the ability to construct garden suites and single family dwellings.
In response to a question from a Council member, the Director of Development Services confirmed that the principal dwelling does not have to be owner occupied to have a secondary suite and garden suite.
In response to the question raised in the correspondence, the Director of Development Services stated that the building footprint of a garden suite would be regulated by the Zoning Bylaw and is the subject Council consideration on the regular agenda later this evening. That bylaw amendment addresses the siting – height, site coverage, and setbacks – of garden suites while this public hearing addresses the form and character – the design – of garden suites.
