1. CALL TO ORDER
Mayor Tobias called the meeting to order at 7:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and the Esquimalt Nation.

4. MAYOR’S REPORT
The Mayor thanked the organizers, volunteers, and staff who worked to make the Canada Day celebration at the Craigflower Manor historic site a success. He also thanked the Engineering Department for the new roundabout at Six Mile Road.

a) J. Miller, 2446 Parkridge Place, spoke to Council regarding the Bear Safe Bin Pilot Program, noting he feels there should be a working group composed of staff and residents to implement this program.
b) M. Di Iorio, 29 Tovey Crescent, spoke to Council regarding reconsideration of her tree permit application at 29 Tovey Crescent (item 9.1(d)) to remove one pine tree. She noted they are considering driveway replacement, though are concerned that while the tree remains, damage to a new driveway would occur.

The Director of Engineering gave a review of the report to Council.
Council and staff discussed the supply and distribution of bear safe bins, program parameters, attractants, and engagement with residents.

- 100% of the cost of bear safe bins be funded through the Garbage Collection User Fees to maximize the bear safe bin coverage within the Riverside neighbourhood;
- residents be required to return bins to the Town when the resident moves away from the Riverside neighbourhood; and
- staff monitor bin replacement quantities throughout the year to confirm if any budgeting adjustments are required. CARRIED
b) Draft Annual Report for Year Ended December 31, 2023

C-107-24 THAT the Town advise Songhees First Nation that the Town is pleased to support the South Island Powwow on September 30, 2024 as a Bronze level sponsor in the amount of $2,500 funded from Casino revenue as a grant in aid;
AND THAT the 2024-2028 Financial Plan be amended accordingly;
AND FURTHER THAT staff include consideration of a $2,500 grant for the South Island Powwow in future grant in aid budgets. CARRIED

Council and staff discussed the health and safety of the tree, grounds for removal, protection of tree roots, and tree retention.

Council and staff discussed the location of “voting opportunity sign” areas, signage on vehicles (section 9.1.3), and promoting equality amongst candidates.

a) E&N Rail Trail – Councillor Rogers
Councillor Rogers discussed the need to decrease the speed limit for bicycles on the E&N Rail Trail as this is a multi-user trail.

THAT the Town request that the Capital Regional District reduce the speed limit on the E&N Rail Trail. FAILED FOR LACK OF A SECONDER

C-109-24 THAT the Town express their concern to the Capital Regional District (CRD) regarding the safety of regional trail users and suggest that the CRD consider year-round informational signage and educational enforcement. CARRIED
12. QUESTION PERIOD
a) M. Di Iorio, 29 Tovey Crescent, asked for clarification of Council’s decision regarding the reconsideration of Tree Permit Application 2019-076 for the pine tree removal at her property.

THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers, and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(f) – enforcement and (k) – municipal service.
