Municipal emergency food storage: ASSET
- Municipal asset: one or more energy-efficient freezer-storage facilities (set per-capita goal).
- Combine with community workshop centre (revenue source).
- One-time capital cost, then part of municipal facilities budget.

Municipal emergency food storage: SETUP & OPERATION
- Phase 1: Land, design & construction.
- Phase 2: Collaboration with food sector to fill the freezer; establish a food-rotation strategy.
- Phase 3: Operate a front-end household resilience activity centre.

Emergency response as required
- Strategy: Establish a situational threshold for use of the food-freezer contents.
- Collaboration: Work with first-responder sector on a local execution strategy.
- Event team: Pre-assign an event response team, with continued training.
