COUNCIL AND COMMITTEE OF THE WHOLE 2025 MEETING SCHEDULE

RECOMMENDATION:

THAT Council adopt the Council and Committee of the Whole 2025 meeting schedule.

PURPOSE:

To provide Council with the 2025 schedule for Council and the Committee of the Whole meetings.

DISCUSSION:

The proposed 2025 Council and Committee of the Whole meeting schedule is provided as Attachment “A”.

In keeping with past practice over a number of years, the first proposed meeting in January is the Committee of the Whole (set for Tuesday, January 14, 2025) given that Town Hall will be closed for winter holidays and will re-open on Thursday, January 2, 2025.

For 2025, both Canada Day and Remembrance Day fall on a Tuesday. Procedure Bylaw No. 677 that establishes Council and Committee meeting proceedings sets out that for meetings that would fall on statutory holidays, these meetings move to the next day that is not a holiday. This means that for 2025, the first Council meeting in July would be held on Wednesday, July 2 and the Committee of the Whole meeting in November would be held on Wednesday, November 12.

The May Committee of the Whole meeting is proposed as a special Council meeting to facilitate adoption of the Financial Plan Bylaw (required to be adopted by May 15 each year). Due to staffing changes in the Finance Department, it is anticipated that the budget process will be different than in the past several years and may require this May 13 date to be a Council meeting for consideration of bylaw adoption prior to the May 15 legislated deadline for adoption of the tax rates bylaw.

None of the typical events/conferences that Council members may wish to attend in 2025 conflict with View Royal’s proposed meeting schedule as these external events are scheduled as follows:

TIME CRITICAL:

Section 127 of the Community Charter states that Council must provide notice of its meeting schedule annually. It is now the appropriate time to set the 2025 meeting schedule and advise the public of this.
