1. CALL TO ORDER
Mayor Tobias called the meeting to order at 7:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and the Esquimalt Nation.

4. MAYOR’S REPORT
The Mayor noted that he and the CAO had attended a meeting regarding the establishment of the Vancouver Island Integrated Major Crime Unit, and thanked staff for agenda information that was placed on the Town’s social media sites.

8.1 STAFF REPORTS
a) Parks Truck Purchase – 2019 Chevy Silverado 1500 Replacement
- Report dated August 26, 2024 from the Director of Engineering
The Director of Engineering gave a review of the report to Council.
Council and staff discussed the operational urgency to acquire a vehicle, possibility of purchasing an electric vehicle, charging capacity and space issues, and funding.

THAT the purchase of a 2024 Chevrolet Silverado 1500 work truck from Jenner Chevrolet Buick GMC Ltd. (View Royal) in the amount of $51,200 net of GST to replace the 2019 Chevrolet Silverado 1500 work truck, funded from the Machinery and Equipment reserve and ICBC be approved;
AND THAT the 2024-2028 Financial Plan be amended accordingly. DEFEATED Mayor Tobias and Councillors Brown, Lemon and MacKenzie opposed
b) Interim Housing Needs Report
- Report dated July 31, 2024 from the Senior Planner
The Senior Planner gave a summary of the report to Council.
Council and staff discussed the Province’s housing target for View Royal (585 units) vis a vis the housing need (780 units); the Provincial requirement to use either the Interim Housing Needs Assessment or undertake a new Housing Needs Report to inform land based decisions and designations in the Official Community Plan (OCP) update; growth rates; data projections regarding growth; the standardized methodology provided by the Province for use by municipalities; and the alternative to hire a consultant to undertake a new Housing Needs Report.

AND FURTHER THAT staff be authorized to submit the amended 2020 Housing Needs Assessment Report to the Province to fulfill the legislative requirements. CARRIED Councillor Mattson opposed

THAT the following motion be brought forward to the October 1, 2024 Council meeting:
THAT Council review View Royal’s group level participation in the Capital Regional District (CRD) Arts, with consideration to also fund a Westshore Arts Centre;
AND THAT the Town request all Westshore municipalities to join or modify their CRD contributions toward a truly regionally funded arts program and infrastructure. CARRIED
