4. MAYOR’S REPORT

The Mayor noted that a community meeting will be held on November 23, 2023 from 6 – 8 p.m. at the Victoria Scottish Community Centre to allow the public an opportunity to provide feedback on Bill 44-2023 Housing Statutes (Residential Development) Amendment Act, 2023. He noted that over 2,000 pamphlets have been distributed to homes in View Royal and a survey has been released for public input. He thanked staff for their work on this matter.

5. PETITIONS & DELEGATIONS

a) C. Vanderhorst, Regional Assurance Partner, MNP LLP, Re: Presentation of the 2023 Audit Service Plan

Mr. Vanderhorst presented the 2023 Audit Service Plan.

Council and Mr. Vanderhorst discussed the connection between the asset management plan and asset retirement obligations as well as risk assessment.

THAT the presentation from Mr. C. Vanderhorst, MNP LLP, of the 2023 Audit Service Plan be received. CARRIED

b) J. Lawlor, Chief Executive Officer, WestShore Chamber of Commerce, Re: Support Provided to the Town of View Royal

Ms. Lawlor outlined the services that the WestShore Chamber of Commerce provides to the Town, fee for service relationship, and requested an increase in funding from $3,000 to $6,000 for 2024.

Council and Ms. Lawlor discussed membership, database information, attracting and promoting businesses to View Royal, and how - should the Town not increase funding – the Chamber’s services would be impacted.

C-146-23 THAT the 2024 budget deliberations include both increasing the amount and the term of the fee for service agreement with the WestShore Chamber of Commerce. CARRIED

8.1 STAFF REPORTS

a) 2023 Union of British Columbia Municipalities (UBCM) FireSmart Community Funding and Supports Grant Application Approval

Report dated November 15, 2023 from the Fire Prevention Officer

The Director of Protective Services gave an overview of the report to Council.

Council and staff discussed the potential to share data with the Urban Forest Strategy, tree protection, and FireSmart properties. The Director of Protective Services confirmed that the Town will not be committed to ongoing costs once grant funding is expended.

C-147-23 THAT the Town of View Royal make application from the 2023 UBCM FireSmart Community Funding and Supports for a FireSmart Coordinator and a Community Wildfire Resiliency Plan in the amount of $144,785. CARRIED

b) West Shore RCMP Detachment Expansion Project Funding

Report dated November 9, 2023 from the Director of Finance and Technology

The Director of Finance and Technology gave a summary of the report to Council.

Council and staff discussed interest rates for borrowing, contributions from other non-owner municipalities, whether the Growing Community Fund could be used toward the project, the Capital Regional District’s timeline for the approval process, and status of the report’s consideration by other Colwood and Langford.

C-148-23 THAT a letter be sent to the Capital Regional District (CRD) requesting that the CRD establish a subregional service for the purpose of funding a joint West Shore RCMP Detachment Expansion capital project up to $103 million. CARRIED
