1. CALL TO ORDER – Mayor Screech called the Public Hearing to order at 7:00 pm
2. APPROVAL OF AGENDA

3. PUBLIC HEARING
a) Statement of Public Hearing Procedure
Mayor Screech made a brief statement regarding the procedures for public hearings.
b) Statement of Publication of Public Hearing
The Senior Planner advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on March 4, 2015. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, March 11, 2015, and Friday, March 13, 2015. A total of approximately 750 notices were mailed on March 5, 2015 to owners and residents of land located within a 400 metre radius of the subject property.

5. BYLAW FOR CONSIDERATION
a) Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 917, 2015 A Bylaw to Amend the official Community Plan with Respect to the Designation of 102 Atkins Road
1. Comments from Municipal Staff
The Senior Planner gave an overview of the bylaw amendment to Council.
Council and staff discussed that secondary suites are not permitted in the proposed development and the need to rename a portion of Chilco Road.
2. Comments from Applicant
B. Tranchard, 1127 Timber View, noted that this development will consist of nine single-family dwelling units with no secondary suites. The homes will be "slab on grade" construction and therefore there will be no basements.
Council and the applicant discussed elevations; traffic; parking; landscaping – including tree retention; and pedestrian safety.
3. Comments from the Public
a) F. Beckow, 113 Atkins Road, questioned where the access to the development would be and noted her concern in regard to traffic volume and parking. She expressed appreciation for the consideration shown by the applicant through the design to nature in the area, particularly the Galloping Goose Regional Trail.
b) M. Alexander, 55 Parsons Road, stated his desire to see the existing fence retained. Site topography and grading were also discussed.
c) P. Beckow, 113 Atkins Road, stated his concerns in regard to increased traffic and noted in particular the safety of children waiting at the bus stop by Chilco Tunnel.
