a) Tree Removal Application – 212 Shadow Ridge Place

1. Report dated November 10, 2015 from the Parks Supervisor

Staff Recommendation: THAT Council approves the removal of one (1) tree at 212 Shadow Ridge Place as requested;

AND THAT as per the Town’s Tree Protection Bylaw 695, that two (2) trees be replanted (2:1 ratio) for this one (1) tree to be removed with the requirement that the replacement trees be of a native species suitable for the area with a starting height of 1.8 to 3.0 metres.

b) McKenzie Interchange Project

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

From the November 10, 2015 Committee of the Whole meeting:

• Joint West Shore RCMP Services Committee Terms of Reference THAT the Committee recommend to Council that the draft Terms of Reference dated October 30, 2015 from the Joint West Shore RCMP Services Committee be amended to include:

  • under section 3(a) - Joint Committee members to include: the Mayor, one (1) member of Council and the Chief Administrative Officer from each of the City of Colwood, City of Langford and the Town of View Royal;
  • under section 4(a) - District of Highlands, District of Metchosin and Esquimalt and Songhees First Nations may attend meetings of the Joint Committee by invitation;

  AND THAT the Committee recommend to Council that the Joint West Shore RCMP Services Committee Terms of Reference be approved as amended. (COW-30-15)

• Parks Master Plan Consultation Strategy THAT the Committee recommend to Council that the consultation plan in the report dated November 5, 2015 from the Director of Development Services titled "Parks Master Plan Consultation Strategy" be endorsed. (COW-31-15)

• Economic Development in South Vancouver Island THAT the Committee recommend to Council that the Town of View Royal support in principle the proposed Regional Strategy and Model for Economic Development in South Vancouver Island (the Strategy) provided that a majority of municipalities in the Capital Region (7 out of 13 at a minimum) also participate in the Strategy. (COW-32-15)

  THAT the Committee recommend to Council that $11,221 be allocated in the 2016 budget year to cover start-up and Year 1 (2016-2017) of the funding required to create a new regional economic development organization, subject to municipal inclusion on the Funding Partners’ Council as laid out in the presentation from the Greater Victoria Development Agency titled "A New Regional Strategy and Model for Economic Development in South Vancouver Island".   THAT the Committee recommend to Council that Mayor Screech be appointed to sit as a voluntary member of the Funding Partners’ Council to represent the Town of View Royal for an initial three year term. (COW-34-15)
