Staff Recommendation: THAT the report dated September 10, 2015 from the Fire Chief titled "Award of Demolition Contract – 280 Island Highway" be received for information.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

From the September 8, 2015 Committee of the Whole meeting:

  • Provincial Government Liquor Licensing Rules THAT The Committee recommend to Council that staff be directed to prepare the necessary Zoning Bylaw No. 900, 2014 amendments to introduce a 1000m exclusion zone for the sale of BC VQA wine in grocery stores from existing Licensee Retail Stores. (COW-25-15)

  • Official Community Plan Amendment No. 2015/01 and Rezoning Application No. 2015/03 – 2427 Chilco Road – Rem. Lot 29, Plan 748 (Thetis Vale Phase 7) THAT the Committee recommend to Council that early and ongoing consultation of the Official Community Plan Amendment No. 2015/01 not be conducted given the minor nature of the proposal;

    AND FURTHER THAT the Committee recommend that Council direct staff to notify BC Hydro, BC Ministry of Transportation and Infrastructure, BC Transit, Canada Post, Capital Regional District, Esquimalt First Nation, FortisBC, School District No. 61, Shaw Cable, Songhees First Nation, and Telus of the public hearing for the Official Community Plan amendment bylaw.   • Development Permit Application No. 2015/12 – 102 Atkins Road THAT the Committee recommend to Council that additional information identified in the report dated September 3, 2015 from the Senior Planner titled "Development Permit Application No. 2015/12 – 102 Atkins Road" be provided to staff prior to Council consideration of the application. AND THAT Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 933, 2015 be given first and second reading;

AND THAT Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 934, 2015 be given first and second reading;

AND THAT a public hearing be scheduled for the two bylaws on October 6, 2015;

a) Potential Sewer Site on Hospital Way

MOVED BY: Councillor Rogers SECONDED: Councillor Mattson

THAT the 2400 Burnside Road West property (PID 024-850-225) be reconfirmed as the only potential wastewater treatment plant site in the Town of View Royal;

AND FURTHER THAT this reconfirmation be forwarded to the Westside Solutions Wastewater Treatment and Resource Recovery Select Committee.

15. CLOSED MEETING RESOLUTION

THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(c) – labour relations; (e) – land; and (g) – legal.
