6. BUSINESS ARISING FROM PREVIOUS MINUTES

a) Nursery Hill Drive Playground Request

The Committee discussed the possibility of installing a children’s playground area and other uses at Garry Oak Meadows Park on Nursery Hill Drive specifically:

  • installation of small dog run and picnic benches;
  • protection of Garry Oak trees;
  • playground meeting CSA standards;
  • installation of retaining wall and fence due to slope of property;
  • costs associated with maintenance;
  • installation of pavilion or gazebo and fenced area; and
  • neighbourhood engagement.

PREAC-10-23 THAT the Committee recommend that Council request staff survey the Nursery Hill Drive community regarding interest for use of the open space area on the south side of Garry Oak Meadows Park;

AND THAT the Parks, Recreation and Environment Advisory Committee help with the neighbourhood engagement. CARRIED

a) Clarification of “In Stream Projects” for Proposed Building Bylaw No. 1111, 2023

The Committee discussed the proposed Building Bylaw No. 1111, specifically:

  • timing of building permit applications in relation to Zero Carbon Step Code Level 4 compliance;
  • development permits meeting requirements for building permits; and
  • bylaw going forward to Council in October for adoption.

b) Prohibiting Renewable Natural Gas

The Committee discussed prohibiting renewable natural gas as a heating and cooking source in new buildings.

PREAC-11-23 THAT the Committee recommend to Council that, in addition to the other requirements already listed in draft Building Bylaw No. 1111, 2023, the Town not permit renewable natural gas (RNG) as an alternative energy source to meet the Zero Carbon Step Code level 4. CARRIED

c) Strengthening Tree Protection Bylaw in New Developments

The Committee discussed the Town’s Tree Protection Bylaw, specifically:

  • expanding the focus of the bylaw to include greenspace between buildings;
  • building setbacks;
  • ability of a variety of trees providing shade;
  • terms of reference;
  • restricting intensity of construction blasting; and
  • improved shoring methods.

The Director of Engineering noted the Urban Forest Strategy will be established with consultation from the Parks, Recreation & Environment Advisory Committee.
