1. CALL TO ORDER

Mayor Tobias called the meeting to order at 7:00 p.m.

The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

2. APPROVAL OF AGENDA

a) Minutes of the Council meeting held November 15, 2022

THAT the minutes of the Council meeting held November 15, 2022 be adopted as presented. CARRIED

4. MAYOR’S REPORT

The Mayor reported on the petition regarding highway noise in the Thetis Vale area having been delivered to the BC Legislature; opening of the federal government’s economic development PacifiCAN regional office in Victoria; strategic planning sessions and meetings in the region, announcement of provincial ministerial changes; appointments to Capital Regional District committees; and holiday festivities, including the “Light Up View Royal” contest.

The Mayor noted that the Parks and Public Places Amendment Bylaw No. 1095 is intended to balance the Town’s resources with the BC Supreme Court ruling that allows overnight camping in parks.

6. PUBLIC PARTICIPATION PERIOD

a) L. Pakos, 336 Glenairlie Drive, spoke to Council regarding Procedure Bylaw Amendment Bylaw No. 1109, 2022, stating she feels that there should be a limit in place for the number of times that Council members can attend meetings electronically. She noted she would like to see her tax dollars at work with in-person Council member attendance.

b) D. Critchley, 132 St. Giles Street, spoke to Council regarding his concerns with the Parks and Public Places Amendment Bylaw No. 1095, specifically safety concerns.

c) M. Wiltshire, 14 Erskine Lane, spoke to Council regarding Procedure Bylaw Amendment Bylaw No. 1109, 2022, stating he feels that there is room for a bit of flexibility surrounding electronic participation by Council at meetings.

C-102-22 THAT Development Variance Permit Application 2022/05 be approved as per the November 2, 2022, report from the Senior Planner titled “Development Variance Permit 2022/05 - 1681 Island Highway”;

AND THAT Development Variance Permit Application No. 2022/05 include the following variances:

variance to the provisions of Section 4.1(e) of Sign Bylaw No. 950, 2018 to permit (electronic) changeable copy
variance to the sign clearance over a vehicular traffic area within Section 6.2(e) of Sign Bylaw No. 950, 2018 from 4.0m to 2.7m. CARRIED Councillor Brown opposed

b) Merging of Emergency Radio Teams – Colwood and View Royal

Report dated November 22, 2022 from the Captain, Emergency Programs The Director of Protective Services gave an overview of the report to Council. Council and staff discussed funding requirements.

C-103-22 THAT the merging of the View Royal Emergency Radio Communications with the Colwood Emergency Radio, under one coordinator that will serve both municipalities, be approved. CARRIED

c) Renewal of Emergency Support Services (ESS) Agreement with the City of Colwood

C-104-22 THAT the Town of View Royal renew the agreement with the City of Colwood for a joint Emergency Support Services Program to provide emergency support services to both municipalities and mutual aid to others during the term of the agreement (August 1, 2022 to July 31, 2027);

AND THAT the Mayor and Corporate Officer be authorized to sign the agreement substantially in the form attached to the December 6, 2022 Council meeting agenda. CARRIED

d) Animal Control Services Contract Renewal

Report dated November 29, 2022 from the Director of Protective Services The Director of Protective Services gave a summary of the report to Council. Council and staff discussed the possibility of CRD Animal Control attending Committee of the Whole meetings quarterly to provide verbal reports and for statistics from CRD Animal Control to be included in the Director of Protective Services’ regular written reports.

C-105-22 THAT the Town of View Royal enter into a contract for the provision of Animal Control Services with the Capital Regional District for the years 2023-2025 with the possibility of an extension in 2026 and 2027;

AND THAT the Mayor and Corporate Officer be authorized to sign the agreement substantially in the form attached to the December 6, 2022 Council meeting agenda. CARRIED

e) Provincial Infrastructure Grant

a) Minutes of the West Shore Parks and Recreation Society Board of Directors meeting held October 13, 2022 The Mayor congratulated Councillor Kowalewich on being elected as Chair of the West Shore Parks and Recreation Society Board. Councillor Kowalewich noted that the West Shore Parks and Recreation Society budget has been forwarded to owner municipalities and the 55+ Activity Centre has reopened.

THAT the recommendation from the November 22, 2022 Parks, Recreation and Environment Advisory Committee meeting (PREAC-02-22) regarding the provision of options by staff for the future operation of the View Royal Park Community Gardens be received. CARRIED

Council discussed enforcement issues regarding potential speed reductions.

C-107-22 THAT Council supports, in principle, the concept of the recommendation from the November 22, 2022 Parks, Recreation and Environment Advisory Committee meeting to establish a speed limit policy for neighbourhood streets to reduce the speed limit from 50 kilometres/hour to 30 kilometres/hour with a view to reducing greenhouse gas emissions (PREAC-03-22);

AND THAT staff report back to Council on the concept once the Active Transportation Network Plan is in place. CARRIED
