Mayor Screech called the meeting to order at 7:00 p.m.

a) Minutes of the Council meeting held March 7, 2017

4. MAYOR’S REPORT
The Mayor expressed condolences over the passing of District of Saanich Councillor Vic Derman. He noted that Mr. Derman was an exceptional Councillor who worked for the entire region and was a friend to View Royal.
5. PETITIONS & DELEGATIONS
a) G. Mathies, Volunteer View Royal, Re: Status of Volunteer View Royal and Activities
G. Mathies, Volunteer Coordinator, Volunteer View Royal, gave a presentation to Council regarding:
- the background and membership of Volunteer View Royal;
- 2017 goals – continue volunteer recruitment and increase social media engagement;
- projects completed – invasive species removal at Mellor Park, Edwards Park and Burnside/Watkiss Park; and Victoria General Hospital Rooftop Oasis Project;
- upcoming projects – Mellor Park and Edwards Park clean-up; Canada 150 event at Craigflower Manor on July 1; and boulevard tree invasive species removal.
Volunteer View Royal requested that Council advise them of any upcoming project or events where their volunteer services could be put to use.
b) D. Evans, Executive Director, Our Place Society and Choices Transitional Home, Re: Transitioning of Choices Transitional Home
Mr. Evans spoke to Council regarding the proposed therapeutic recovery community at 94 Talcott Road (currently Choices Transitional Home). The proposed recovery centre is modelled after a treatment centre in Italy named San Patrignano. The proposed recovery centre will accommodate 40-50 residents in a closed, recovery-focused, long term, abstinence-based environment.
He noted the proposed recovery centre will be highly structured with strong community involvement.
He stated that BC Housing has agreed to give the building at 94 Talcott to Our Place Society and the next steps are to work with BC Housing on the required rezoning and obtain community support. Should the community accept the proposal, operating funding will be put together.
Council and Mr. Evans discussed the potential opening date and staffing ratio at the proposed recovery centre.
c) R. Bickel, View Royal Park Community Garden Society, Re: Mason Bee and Leaf Cutter Bee Condos in Community Garden
Mr. Bickel spoke to Council in regard to the possibility of having mason bee and leaf cutter bee condos installed in the community garden at View Royal Park by the View Royal Park Community Garden Society.
B. Yeo, noted that he has been working at Welland Legacy Park to look after natural pollinators and brought an example of a bee condo for Council.
Council and the Director of Engineering discussed the request to locate bee condos in the community garden and the responsibility for ongoing maintenance of these condos belonging to the View Royal Park Community Garden Society.

C-28-17 THAT the installation of mason bee and leaf cutter bee condominiums by the View Royal Park Community Garden Society be permitted in the community garden at View Royal Park;
AND THAT the View Royal Park Community Garden Society be solely responsible for all costs and labour to install and maintain these bee condominiums in the community garden.
6. PUBLIC PARTICIPATION PERIOD
a) T. Walzack, 2223 Meadow Vale Drive, spoke to Council regarding the two encroaching properties into covenant 061333 in the Meadow Vale Drive and Riverside Drive area.
b) A. House, 27-14 Erskine Lane, stated that he is a gardener at the community garden at View Royal Park. He noted that the View Royal Community Garden Society does not represent all gardeners and that there is a lack of communication between all the gardeners and the View Royal Park Garden Society.

a) 94 Talcott Road – Temporary Use Permit
- Report dated March 16, 2017 from the Planner
The Planner gave a summary of the report to Council.
Council noted they would like to see security both inside and outside the facility addressed; funding for staffing and training; communication issues addressed for emergency responders; continuation of neighbourhood meetings; and a plan for the transitioning out of residents.
D. Strongitharm, City Spaces Consulting, applicant, noted that BC Housing is looking to identify properties to accommodate people; make existing activity conform with the temporary use permit; develop an exit strategy for Choices Transitional Home; and to continue engagement with neighbouring property owners.

C-30-17 THAT the Town move forward with the process to remove Covenant EK061366 from the ten properties on Meadow Vale Drive and Riverside Drive;
AND THAT the Town and the ten property owners cost share 50/50 the cost of the biologist’s report, legal fees and the required public hearing;
AND FURTHER THAT, as a condition of having Covenant EK061366 removed, staff first discuss encroachments into Thetis Lake Regional Park with the Capital Regional District to inquire if the Capital Regional District would like to have the property owners remove encroachments prior to removal of the Covenant EK061366. CARRIED

11. NEW BUSINESS
a) Eagle Creek Park – Proposed Trail Design
Councillor Rogers requested that the proposed trail design for Eagle Creek Park be forwarded to the Parks, Recreation and Environment Advisory Committee for review and comment.
It was noted that the covenant for the Eagle Creek project assigns approval for trail design to the Director of Development Services and that the trail and its associated securities are tied to the timing of building permit issuance. The Mayor indicated that trail design, like road design, are staff’s bailiwick and while the latest design for the trail can be provided to the Advisory Committee, it is important to balance the trail project with the required building permit.
