CRD Staff Report: Traffic Safety Commission Scholarship

SUBJECT Traffic Safety Commission Scholarship

ISSUE

To amend the Traffic Safety Commission Establishment Bylaw by providing for annual memorial scholarship for youth entering a career in law enforcement, and to approve the consequential amendments to the Traffic Safety Commission Bylaw.

BACKGROUND

Constable Sarah Beckett lost her life in a tragic automobile crash in 2016. The Capital Regional District (CRD) Traffic Safety Commission (TSC) determined that a Memorial Scholarship in her name, targeted at youth entering a career in law enforcement, would both annually raise awareness of traffic safety issues and the community service provided by our police.

At its September 21, 2016 meeting, the Planning Transportation and Protective Services Committee, supported a recommendation from the TSC to forward a recommendation to the CRD Board to establish the Constable Sarah Beckett Memorial Scholarship.

At the October 12th meeting of the CRD Board, the following motion was passed:

That staff be directed to bring back amendments to the Traffic Safety Commission Establishment Bylaw No.1, 1990, and the Traffic Safety Commission Bylaw No. 1, 2008, that expand the purpose of the service to include the establishment of a scholarship fund for youth entering a career in law enforcement and provide for Commission administration of the scholarship

The Establishment Bylaw has also be updated to remove TSC membership specifics as they are included in the Traffic Safety Commission Bylaw 1, 2008, which itself requires CRD Board approval.

ALTERNATIVES

1. a) That Bylaw No. 4166 cited as “Traffic Safety Commission Establishment Bylaw No 1, 1990, Amendment Bylaw No 4, 2017” be introduced and read a first and second time, b) That Bylaw No. 4166 cited as “Traffic Safety Commission Establishment Bylaw No 1, 1990, Amendment Bylaw No 4, 2017” be read a third time c) That staff be directed to conduct to commence a consent approval process with the participants. d) That the attached Criteria for The Constable Sarah Beckett Memorial Scholarship be approved by the Board.
2. That the matter be referred back to staff for additional information.

IMPLICATIONS

There is not expected to be any immediate budget implications as a result of the scholarship as the TSC voted to dedicate $2,000 of its existing budget to implementation.

CONCLUSION

The Board directed staff to amend the Traffic Safety Commission bylaws to enable the establishment of an annual Memorial Scholarship, administered by the Traffic Safety Commission. The amending bylaws have been prepared, the Establishment bylaw requires the consent of 2/3rds of the participants.

RECOMMENDATION
