a) Parks, Recreation and Environment Advisory Committee Motions – Update

The Committee discussed the motions update in particular:

  • Eagle Creek phase 2 loop trail;
  • letter to BC Hydro re: electric vehicle charging station at Helmcken Road park and ride; and
  • Garry Oak Meadows Park.

a) World Oceans Day Canada

The Committee discussed the abundance of plastics at the bottom of the ocean and the many years that it takes to bio-degrade. The Committee also discussed the possibility of having another clean-up day.

9. NEW BUSINESS

a) View Royal Urban Agriculture Project Five Year Plan Proposal

The Committee discussed the View Royal Park Community Gardens and View Royal Urban Agriculture Project Five Year Plan in particular:

  • detailed site plan;
  • pollinator beds;
  • fencing;
  • fruit trees from Welland Legacy Park;
  • natural habitat;
  • doubling the number of garden beds;
  • initiate a market garden;
  • storm and sewer lines;
  • washrooms, compostable toilet and security; and
  • phased development.

PREAC-10-17 THAT the Committee recommend to Council that the final draft of the View Royal Park Community Garden Society’s Urban Agriculture Project’s Five Year Plan be referred back to the Parks, Recreation and Environment Advisory Committee in September. CARRIED

1. View Royal Park Master Plan

The Committee discussed the View Royal Park Master Plan, specifically:

  • updates scheduled for the Fall;
  • addition of a tot and picnic structures;
  • playground equipment;
  • budget;
  • addition of a zip line and a bike park; and
  • parking concerns.

PREAC-11-17 THAT the Committee recommend that Council direct staff to investigate the cost and feasibility of installing a bike park in View Royal Park, similar to the bike park in Goldstream Provincial Park. CARRIED

b) Appointment of a Town Representative to the Gorge Waterway Initiative

Councillor Rogers inquired whether a Committee member would be interested in serving as the Town representative to the Gorge Waterway Initiative.

c) Chilco Trails Phase 6 & 7 Site Visit (scheduled for Thursday August 3)

The Director of Development Services will email information on a meeting place for the site visit scheduled for Thursday, August 3. Committee members are to refer to the Chilco Trails Master Plan prior to meeting.
