a) Tree Removal Application - 73 Norquay Road

Staff Recommendation:

THAT Council approves the removal of two (2) trees at 73 Norquay Road as requested;

AND THAT as per the Town's Tree Protection Bylaw No. 695, that four (4) trees be replanted (2:1 ratio) for these two (2) trees to be removed.

b) Traffic Concerns on Rudyard Road and Stormont Road

Staff Recommendation:

THAT Council adopts Option 6 "Leave the Existing Conditions as Agreed in Spring of 2015" to address the traffic concerns on Rudyard Road and Stormont Road.

c) Trucking Agreement between the Town of View Royal and the Esquimalt Nation

Staff Recommendation:

THAT staff be authorized to enter into an agreement with the Esquimalt Nation to allow Esquimalt Nation to utilize Hallowell Road as a trucking route;

AND THAT the Town's authorized signatories be permitted to execute the agreement.

d) 2016 Regional Growth Strategy Referral

Staff Recommendation:

THAT "Capital Regional District Regional Growth Strategy Bylaw No. 1, 2016" not be accepted;

AND THAT Council objects to Map 3: Regional Growth Management Concept Plan and policy statements relating to the definitions of the land use designations as they imply a hierarchy between the Regional Growth Strategy and Local Government planning, and due to errors on the map as it pertains to View Royal as illustrated in the staff report dated January 3, 2017;

AND FURTHER THAT Council objects to provisions 2.2.2 and 2.2.4 for the following reasons:

  • that provision of water service will increase sprawl in rural areas and is contrary to the objectives of the overall Regional Growth Strategy which supports complete and compact communities;
    • that additional development on rural and resource lands is at the expense of development on lands within the Urban Containment Boundary;
    • that additional residential development on rural and resource lands will contribute to further transportation challenges in the region, and does not allow for efficient public transportation, increases greenhouse gas emissions, and does not provide for jobs/housing balance;
    • that rural development will further contribute to GHG emissions by creating a high-carbon built form.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

Private Use Garden Extension Agreement

THAT the Committee recommend to Council that the extension from April 1, 2017 to March 31, 2020 of the Private Use Garden Agreement with 14 Erskine Lane Strata VIS3076 for a private use garden within Game Nature Park be approved. (COW-01-17)

Application to Amend Zoning Bylaw No. 300 by Means of Proposed Bylaw No. 1667 - Notice of Public Hearing - City of Langford

THAT the Committee recommend to Council that the Town of View Royal supports the rezoning bylaw amendment application (Z16-0020) to permit a 90 child group daycare at 2780 Veterans Memorial Parkway as described in the referral from the City of Langford. (COW-03-17)

THAT the Committee recommend to Council that Esquimalt and Songhees Nations be contacted for name suggestions for Portage Inlet Linear Connector Park. (COW-29-16)

THAT the Committee recommend to Council that the park at Watkiss Way near Helmcken Road be named "Eagle Creek Park". (COW-30-16)

THAT the Committee recommend to Council that Tawny Park be renamed "Baur Park" after Joseph Baur. (COW-31-16)
