Official Community Plan Bylaw No. 811, 2011 Amendment Bylaw No. 963, 2017 and Zoning Bylaw No. 900, 2014 Amendment Bylaw No. 964, 2017 First and Second Reading
RECOMMENDATION:
THAT early and ongoing consultation regarding Official Community Plan Bylaw No. 811, 2011 Amendment Bylaw No. 963, 2017 not be conducted given the minor nature of the proposal;
AND THAT Official Community Plan Bylaw No. 811, 2011 Amendment Bylaw No. 963, 2017 be given first and second reading;
AND THAT Zoning Bylaw No. 900, 2014 Amendment Bylaw No. 964, 2017 be given first and second reading;
AND THAT a public hearing be scheduled for the two bylaws on February 7, 2017;
AND FURTHER THAT Council direct staff to notify BC Hydro, BC Ministry of Transportation and Infrastructure, BC Transit, Canada Post, Capital Regional District, Esquimalt First Nation, FortisBC, School District No. 61, Shaw Cable, Songhees First Nation, and Telus of the public hearings for the two bylaws.

PURPOSE
This report introduces Official Community Plan Bylaw No. 811, 2011 Amendment Bylaw No. 963, 2017 and Zoning Bylaw No. 900, 2014 Amendment Bylaw No. 964, 2017 to change the subject property from institutional to residential use.
DISCUSSION
The proposal for the subject property (see Attachment 1) is to:
- To change the Official Community Plan land use designation from Community Facility to Residential.
- To rezone the property from P-2: Local Institutional to R-1: Detached Residential (Large Lot).
For over 25 years the converted house has been used for office or day care uses. The owners inherited the property several years ago and have found it challenging to find and keep institutional tenants. Approval of the two applications would allow residential land use consistent with other residential uses on the block.
Ministry of Transportation and Infrastructure approval of the bylaw will be required before fourth reading can be passed.
