REPORT OF 2017 MUNICIPAL BY-ELECTION RESULTS

RECOMMENDATION:

THAT the by-election results from the Chief Election Officer, provided pursuant to sections 158(1) and (2) of the Local Government Act, be received.

CHIEF ADMINISTRATIVE OFFICER’S COMMENTS:

I concur with the recommendation.

PURPOSE OF REPORT:

To provide the election results to the local government.

TIME CRITICAL:

This report must be submitted to the local government within thirty (30) days after the declaration of the official by-election results (declaration was made on November 22, 2017).

BACKGROUND/DISCUSSION:

Sections 158(1) and (2) of the Local Government Act describe some of the final proceedings that are to occur after a by-election. Specifically, the Chief Election Officer must provide – within thirty (30) days after the declaration of the official by-election results (declaration was made on November 22, 2017) – a report of the election results to the local government. This report must also include information on the ballot accounts for the election.

Accordingly, please find attached the following completed forms from the Chief Election Officer, Ken Schaalje:

  • Form 5.16 – Ballot Account for Office of Councillor Combined
  • Form 5.16 – Ballot Account for Office of Councillor Advance Voting
  • Form 5.16 – Ballot Account for Office of Councillor General Voting View Royal Elem.
  • Form 6.2 – Determination of Official By-Election Results for the Office of Councillor
  • Form 6.4 – Declaration of Official By-Election Results – Office of Councillor

Regarding polling statistics, the by-election had a 15.2% overall turnout rate (1,295 ballots cast out of approximately 8,500 eligible voters). 41.7% of the ballots cast (540 ballots) were during the two days of advance voting and the remaining 58.3% (755 ballots) on general voting day.

RECOMMENDATION:

THAT the by-election results from the Chief Election Officer, provided pursuant to sections 158(1) and (2) of the Local Government Act, be received.
