Please note, in light of the COVID-19 pandemic and to ensure physical distancing, View Royal Town Council Chambers can accommodate limited in-person access at this time. Due to limited seating, should you wish to attend this meeting in-person, please call the Deputy Corporate Officer at 250-479-6800 or email info@viewroyal.ca to reserve a seat. Anyone arriving at the Town Hall without a reserved seat may not be permitted into the building once the maximum number of in-person seats have been taken. It is mandatory that anyone attending this meeting wear a face mask while in Town Hall.

Staff Recommendation:
THAT Development Variance Permit No. 2021/03 be approved as per the report dated October 14, 2021 from the Senior Planner titled "Development Variance Permit No. 2021/03 - 373 Island Highway";
AND THAT Development Variance Permit No. 2021/03 include the following variance: * variance to the definition of "grade" within Section 2 of Zoning Bylaw No. 900, 2014 as follows: * from: "the weighted average of the existing grade or finished grade, whichever is lower, immediately adjoining or immediately below each exterior wall of a building, except: * localized natural depressions, * localized depressions no wider than 10m for vehicle entrances, or * localized depressions no wider than 5m for pedestrian entrances" * to: "13.53m geodetic or finished grade, whichever is lower"

Staff Recommendation:
THAT the report dated July 7, 2021 from the Engineering Clerk titled "Chilco Park Secure Off-leash Dog Area" be received for information.
d) Financial Policies Review
- Report dated October 4, 2021 from the Director of Finance Pg.99 - 115
Staff Recommendation:
THAT the revised Policy No. 1600-020 - Reserves and Surplus and Community Amenity Contributions Reserves and Surplus be adopted;
AND THAT Community Amenity Contributions Reserve Bylaw No. 1080, 2021 be brought forward to the November 2, 2021 Council meeting for consideration of first, second and third readings.
8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

THAT the Committee recommend to Council that the four items identified in the October 1, 2021 report from the Director of Finance titled "Council Initiatives for 2022-2026" not be included in the 2022-2026 Financial Plan;
AND THAT reports be provided for items 3 (Game Road playground) and 4 (Watkiss Way off-leash park) at a later date. (COW-33-21)

Community Amenity Contributions Policy - Affordable Housing
THAT the Committee recommend to Council that the Community Development Advisory Committee supports the recommendation in the Community Amenity Contributions Policy to increase the community amenity contribution rate:
AND THAT staff consider looking at reductions to incentivize projects that are in line with the needs as demonstrated in the Housing Needs Assessment report. (CDAC-03-21)
THAT the Committee recommend to Council that in addition to current contributions, the Town allocate a portion of the community amenity contributions collected toward the Capital Regional District's Regional Housing Trust Fund with staff to recommend the specific amount to Council. (CDAC-04-21)
Increased Contributions to the Regional Housing Trust Fund - L. Jeaurond
THAT the Committee recommend to Council that the Town engage the Capital Regional District to recommend that the Regional Housing Trust Fund requisitions be doubled. (CDAC-05-21)

Parking Challenges in the Thetis Vale/Chilco Neighbourhood re: Thetis Lake Regional Park
THAT the Committee recommend to Council that the Capital Regional District's auxiliary Bylaw Officers be contracted for work by the Town during their non-CRD shift hours over the summer months for parking enforcement in the Chilco area neighbourhood. (PREAC-07-21)
Tree Planting Plans in View Royal
THAT the Committee recommend to Council that as part of the Tree Protection Bylaw amendments, developers be required to replace trees on a three to one ratio;
AND THAT all replacement trees be maintained for a period of two years instead of one year. (PREAC-08-21)
