An amendment to the town's procedure bylaw to allow for electronic participation in council meetings during emergencies or public health events.

A BYLAW TO AMEND PROCEDURE BYLAW NO. 677, 2007
The Council of the Town of View Royal, in open meeting assembled, enacts as follows:
This Bylaw may be cited as “Procedure Bylaw No. 677, 2007, Amendment Bylaw No. 1042, 2020”.
Procedure Bylaw No. 677, 2007 is hereby amended as follows:
a.) By adding an interpretation under Section 3.0 in alphabetical order as follows:
"emergency" means a present or imminent event that:
(i) is caused by accident, fire, explosion or technical failure or by the forces of nature, and
(ii) requires prompt coordination of action or special regulation of persons or property, to protect the health, safety or welfare of people or to limit damage to property.
b.) By including a new section as follows:
“12.0 Electronic Participation in Case of Emergency or Special Circumstances
(1) In an emergency, special circumstance, or public health event that prevents or restricts members from being able to physically meet in one location, members may participate in a meeting by means of electronic or other communication facilities that:
(a) Enable the meeting’s participants to hear, or watch and hear, each other; and,
(b) Except for a meeting that is closed to the public, enable the public to hear, or watch and hear, the members(s) and person(s) participating by electronic or other communication facilities.
c.) By renumbering Section 12 through 40 to Sections 13 through to 41.
