COUNCIL REPORT: AWARD OF CONTRACT - CENTENNIAL PARK PLAYGROUND REPLACEMENT EQUIPMENT
Report recommending Suttle Recreation Parks and Playgrounds for the Centennial Park playground replacement project following public consultation.

AWARD OF CONTRACT - CENTENNIAL PARK PLAYGROUND REPLACEMENT EQUIPMENT
RECOMMENDATION:
THAT Council approves the award of the 2018 Request for Proposal to design, supply and install Centennial Park playground equipment to Suttle Recreation Parks and Playgrounds, in the amount of $110,000.00 (excludes applicable taxes);
AND THAT staff investigate modifying the design to include toddler equipment within the approved budget.

I concur with the recommendation.
PURPOSE OF REPORT:
To award the Town’s 2018 Centennial Park Playground Equipment upgrade contract to the favoured proponent as indicated in the survey conducted through the Town website.
TIME CRITICAL:
The timely award of the equipment contract is critical in order to ensure installation of equipment meets the timeline set in the Request for Proposals, as well as avoid increased costs as a result of US tariffs.
BACKGROUND:
Staff issued a Request for Proposal (RFP) on March 14, 2018, with the closing date for the RFP being March 27, 2018, for the design, supply and installation of playground equipment in Centennial Park.
PROJECT INFORMATION:
The Request for Proposals required two mandatory items 1) zip-line, and 2) swings (minimum of 1 bay). Additional items that could be included but were not mandatory were ground level play elements, additional swings, climbing elements and spinning elements.
Ten proposals from five companies were received, which staff reduced to a top four that were then presented for public consultation through a survey on the Town website. Notices were hand-delivered to surrounding neighbourhoods, elementary schools, published in the Goldstream Gazette as well as on our website and social media.

Option 2 - $100,625 Features: 50ft zipline, large net climber, disc steppers, surfboard, slides, swings (incl. expression swing), toddler play area.
Option 3 - $101,542 Features: 60ft zipline, climber bars, disc steppers, surfboard, slides, swings, spinner, toddler play area.
Option 4 - $109,964.59 Features: 100ft zipline, climber bars, slide, swings (incl. expression swings), spinner, seesaw.
The response to the survey indicated #4 (Suttle Recreation) was favoured option:
Survey feedback was very positive, however in response to the question if there was anything they would like to see changed, a common request was for baby/toddler equipment.
BUDGET IMPLICATIONS:
The budgeted amount of $150,000 for this project is sourced from Casino revenue.
In addition to the equipment, the budgeted amount includes removal of existing equipment, site preparation, drainage and surfacing.
RECOMMENDATION:
THAT Council approves the award of the 2018 Request for Proposal to design, supply and install Centennial Park playground equipment to Suttle Recreation Parks and Playgrounds, in the amount of $110,000.00 (excludes applicable taxes);
AND THAT staff investigate modifying the design to include toddler equipment within the approved budget.
