Chilco Trails Zones 3 and 4 – Award of RFP

RECOMMENDATION:

THAT Western Watershed Designs Inc. be awarded the contract to construct Chilco Trails Zones 3 and 4 for a total cost of $94,500 including GST.

PURPOSE OF REPORT:

To award the contract for the construction of Zones 3 and 4 of the Chilco Trails network (see attached map).

TIME CRITICAL:

Funds are budgeted for the 2018 budget year and construction season is at hand.

DIRECTOR OF DEVELOPMENT SERVICES’ COMMENTS:

I concur with the recommendation.

BACKGROUND:

Council approved the Chilco Trail Network Design in May 2012. Since that time additional contributions from the developer have facilitated construction of the proposed trail system.

In 2014 a construction program for the development of Zones 1 and 2, inclusive of dog bag dispensers and an observation platform, was completed.

An RFP for this particular area was initially issued in January 2018. The single response did not meet the needs of the Town. The RFP was re-issued in March 15, 2018 with an increased scope of work.

PROJECT INFORMATION:

The current RFP closed April 18, 2018. Two companies submitted responses to the RFP. The following prices were submitted. including tax:

The criteria used to evaluate the proposals were: Relevant Experience (20 points); References (10 Points); Environmental Criteria (10 points); Price (40 points) and Work Program (20 points). Western Watershed Designs Inc. was also the successful contractor in the development of Zones 1 and 2.

Western Watershed Designs Inc. have indicated a construction schedule of 24 days duration. Both zones would be constructed at the same time.

The Western Watershed Designs Inc. proposal recognizes the fragility of the ecosystem in this area and have factored this into their proposal. They have recommended some invasive species (Scotch Broom) be removed to encourage growth of riparian species.

Staff will send a notice to parcels in Thetis Vale indicating that trail construction is to begin imminently and requesting that people refrain from using the trails until construction is complete.

BUDGET IMPLICATIONS:

The proposal is under the estimated budget.

ALTERNATIVES TO STAFF RECOMMENDATION:

If Council does not wish to award the contract for trail construction, an alternative recommendation would be to table the report and to provide direction to staff.
