4. MAYOR’S REPORT
The Mayor acknowledged the firefighters for their work in fighting the BC wildfires. He also passed on his condolences to the families of Maureen Duffus, View Royal Archives; Moralea Milne, District of Metchosin Councillor; and George Bickerton, former View Royal Councillor.

6. PUBLIC PARTICIPATION PERIOD
a) D. Russell, 436 Nursery Hill Drive, spoke to Council regarding his concerns with the development taking place on Nursery Hill Drive, specifically construction vehicles that block access; safety concerns; and wear and tear on the strata road.
The Mayor noted that Town bylaws do not apply to private, strata roads.
b) H. Sharma, Chair Strata VIS6081, spoke to Council regarding his concerns with the development taking place on Nursery Hill Drive as outlined in his August 18, 2018 letter to Council [item 9.2(c)].
The Mayor asked if the Strata Council has sought legal advice and whether the situation has improved since writing to the construction company (WestUrban Developments).
c) Resident, 201 Nursery Hill Drive, spoke to Council regarding her concerns with the construction taking place on Nursery Hill Drive, specifically vehicles idling; construction vehicles blocking access; and safety concerns.
Towing of vehicles by the Strata Council was briefly discussed.

a) Off-site Backup and Disaster Recovery Services – Award of RFP
- Report dated August 27, 2018 from the Director of Finance
The Director of Finance gave an overview of the report to Council.
Council and staff discussed recovery time and access to data in the event of an emergency.

C-108-18 THAT Storagepipe Solutions Inc. be awarded the contract for off-site backup and “warm site” disaster recovery services for a value of $115,270 plus applicable taxes based on a 60-month term, plus incremental costs for these services due to future growth of data volume, if required. CARRIED
b) Microsoft Office 365 Implementation Services – Award of RFP
- Report dated August 29, 2018 from the Director of Finance
The Director of Finance gave a summary of the report to Council.
Council and staff discussed software fees and licenses; security and protection; costs for keeping systems up to date; and change management and training.

c) Proposed Streets Bylaw No. 980, 2018

The Director of Corporate Administration summarized the report for Council.
Council and staff discussed a process for the bylaw that would see additional amendments undertaken with input from legal counsel, referral to the Community Development Advisory Committee, review by the Committee of Whole and finally a public open house prior to bylaw readings consideration.

b) Shoreline Boat Launch
Council and staff discussed approvals required for construction of the Shoreline Boat Launch.
The Director of Engineering noted that the Town’s application is now complete and the Province’s thirty day period for consultation with First Nations has commenced. He noted that the construction window will soon be closed and, depending on the timing of Provincial approval, construction may be delayed until spring 2019. The Mayor noted he will contact the Minister responsible.
