c) Tree Removal Application – 566 Prince Robert Drive

Staff Recommendation: THAT Council approves the removal of one (1) tree at 566 Prince Robert Drive as requested;

AND THAT as per the Town’s Tree Protection Bylaw No. 695, that two (2) trees be replanted (2:1 ratio) for this one (1) tree to be removed.

d) Regional Growth Strategy Update

Staff Recommendation: THAT Council consider providing early feedback to the Capital Regional District with respect to the February 2016 draft Regional Growth Strategy;

AND THAT this feedback focus on concerns with respect to provision of water services outside the Regional Urban Containment Service Provision Area (RUCSPA) boundary.

e) 2016-2020 Five Year Financial Plan

Staff Recommendation: THAT Council approve the proposed 2016-2020 Five Year Financial Plan and direct staff to prepare the 2016-2020 Five Year Financial Plan Bylaw and the 2016 Tax Rate Bylaw.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

From the April 5, 2016 Special Committee of the Whole Budget meeting:

  • 2016 Grants-in-Aid THAT the Committee recommend to Council that the Grant-in-Aid fund be increased to $105,725. (COW-07-16)

From the April 12, 2016 Committee of the Whole meeting:

  • 2016-2020 Financial Plan Deliberations THAT the Committee recommend to Council that the budget be prepared with a 3.76% tax increase. (COW-08-16)

  • View Royal Youth Council THAT the Committee recommend to Council that staff investigate the formation of a View Royal Youth Council. (COW-09-16)

  • RCMP Funeral for Cst. Sarah Beckett THAT the Committee recommend to Council that the Town of View Royal provide $4,000 towards the RCMP funeral for Cst. Sarah Beckett. (COW-10-16)

  • Solar Light at Portage Park THAT the Committee recommend to Council that a solar light be installed in Portage Park in the vicinity of the E&N Rail Trail. (COW-11-16)
