Mayor Screech called the meeting to order at 7:02 p.m.

4. MAYOR’S REPORT

The Mayor noted the tragic loss of RCMP member Sgt. S. Beckett in Langford earlier today. The Mayor expressed sincere condolences to her family and the West Shore RCMP Detachment on behalf of the municipality.

a) L. & B. Carswell, Friends of Cole Island Society, Re: Work Undertaken, Funding Received and Future Plans for Cole Island

Text summary of L. Carswell’s presentation on the work and heritage preservation of the Friends of Cole Island Society

L. Carswell presented an update on the work of the Friends of Cole Island Society. She stated that "the Friends" became a registered society in 2005 and have been working hard to preserve the unique heritage at Cole Island. In 2006 Cole Island was designated as part of the Esquimalt Naval Sites National Historic Site of Canada by the Historic Sites and Monuments Board of Canada. Ms. Carswell described specific capital projects that have been undertaken such as roof repairs, brick repointing, jetty replacement, and locking steel door installation. The work has paid off as the Friends have received several awards. B. Carswell expressed appreciation for View Royal Council’s support, particularly in the Friends’ early days.

C-21-16 THAT the removal of one (1) tree at 18 Amber Place be approved;

AND THAT as per the Town’s Tree Protection Bylaw No. 695, that two (2) trees be replanted (2:1 ratio) for this one (1) tree to be removed. CARRIED

THAT the minutes of the Parks, Recreation and Environment Advisory Committee meeting held March 22, 2016 be received. CARRIED

As Council is aware of Judith Cullington's strong interest in the area of climate action initiatives, Council requested that she also be invited to attend the May 24, 2016 Joint Advisory Committee meeting.

C-22-16 THAT a representative from the City of Colwood, and Fred Wissemann, President, Victoria Electric Vehicle Club be invited to a Joint Advisory Committee meeting scheduled for May 24, 2016 to discuss the City of Colwood’s climate action initiatives and the March 3, 2016 letter entitled “An Open Letter on Climate Change to British Columbia Municipalities” re: “Accelerating the Electrification of the Transportation sector” respectively. CARRIED

C-23-16 THAT the Community Development Advisory Committee motion regarding the McKenzie Interchange Project (CDAC-01-16) be referred to the Director of Engineering as the Town of View Royal’s representative on the McKenzie Interchange Project Stakeholder Liaison Group. CARRIED

a) Letter dated April 4, 2016 from B. McKay, Chair and J. Sayers, Co-Chair, Island Corridor Foundation, Re: ICF Local Government Liaison Committee – Appointee

a) Letter to Esquimalt First Nations and Ralmax

Council discussed the need for proactive community engagement by the Esquimalt First Nation and Ralmax in regard to the Department of National Defence dredging and sluicing work that is taking place on Esquimalt First Nation land.

The Director of Engineering noted he has received a commitment from the Esquimalt First Nation and Ralmax representatives today that they would like to communicate out key points about the work that is transpiring and provide public tours of the sluicing facility.

C-24-16 THAT the Town write to the Esquimalt First Nation and Ralmax requesting that community engagement take place in regard to the Department of National Defence dredging and sluicing work that is taking place on Esquimalt First Nation land. CARRIED

12. QUESTION PERIOD

a) G. Graham, 25-118 Aldersmith Road, asked if the Town has had an opportunity to look at the recently filed civil claim from the Esquimalt First Nation and what impact that claim may have on the Town’s relationship with the Esquimalt First Nation.

It was noted that there should be no impact on the Town’s relationship with Esquimalt First Nations as the civil claim is primarily for land that is already part of the reserve and the Esquimalt First Nation is requesting a change in status to ownership. The only impact to View Royal will be in terms of rights claimed over water adjacent to the reserve that is within the municipality. The Hallowell Road matter will not be adversely impacted by this claim.
